Will boomerang.. A violent movement is preferred from an India pov.. Muslim Majority area+proximity to Pakistan+violence = Terrorism.. Much more easier to handle .. International bodies, including Muslim nations (except Pakistan probably) wont touch it with a 10 foot pole
