And, building a permanent structure within 150m the border is more serious. It is a prelude to wage war. A road is a permanent structure and unlike a building, a road makes troop movements easy. BGB had the foresight to see the future.
Why the panicky Indians are talking about Pirduwar, it is a different story. It was part of our (east Pakistan) territory since 1947 but Indian troops understood its strategic importance and captured it when we were in conflict with PA troops. BDR attacked the BSF camp and imprisoned 31 troops.
IA brought 5,000 troops against BGB's 500. The then PM Hasina made a quick compromise and ordered BDR troops to withdraw. But, this led to Baraibari border conflict whereby 400 IA troops entered BD territory to capture the BoP but were repulsed. The war took a heavy toll on the BSF side. This part is more famous than the former one.
Do you know the difference between a village road and a highway road capable of moving tanks? These poor villagers using their panchayat funds are laying intra village roads for their own use. Fact no BSF was present alludes to the fact nobody know what villagers were doing nor BSF was laying roads. A diplomatic protest would have sufficed.

Actually, your BSF knows when to appear and when to disappear. Anyway, we also fondly remember how your IA troops were trembling with fear in 1971.
