Pakistan needs some basic changes in Police Structure. First we need to have at least 150 PoliceMan in every Police Station. Every Police Station should have at least 10 to 15 people based Intelligence Unit. Also at least 20 Police Man from every Police Station should be trained just like LCB of Army are trained. Also at least 4 cars from every Police Station and 4 bikes with two PoliceMan each on them should patrol their areas. Secondly every Province needs to retrain and equip its Special Branch and only they should investigate murder cases. Big cities like Karachi and Lahore should have at least two forensic labs and under Special Branch and other cities should have one Forensic Labs. Data needs to be computerized and IB again needs to be reformed and given task of countering terrorism and FIA should handle human smuggling and other related crimes and both IB and FIA should have their own forensic labs along with cyber wings. Lastly Police needs to be equipped with MRAP like Ejder 4 x 4 and Cobra II and other machines. Lastly all SWAT units of Provinces should be combined under one command and under Federal Government and number increased to at least 50000 SWAT Unit. Equipped with Helicopters and other systems and IB and FIA should have their own SWAT unit of 5000 in each.

60 Out of these 150 will be on duty at SHO,ASP, DSP, SP,SSP, DIG houses and at roadblocks in the colonies where they live.
20 will be doing clerical work and security duty inside Police station like Moharrar, deputy Moharrar etc
20 will be using patrol vehicles to give VIP escort to any VIP who passes through the area of that Police station and that would be happening everyday.
10 will be standing at two roadblocks about 500m east and west of the Police station
15 will be on leave at all times.
5 will be sick at all times.

The remaining 20 will be serving the public...going to crime scenes, making reports.
5 Out of these 20 will be going to courts to be claim/fight their cases vs the arrested party,

If any vehicle is spared from VIP escort, it will go with SHO, ASP, DSP,SP,SSP. Otherwise these patol vehicles will be standing at check points with LMG pointed towards public.

Secondly every Province needs to retrain and equip its Special Branch and only they should investigate murder cases.

And how will local police make money then? how will local SHO make money?
You honestly think that local police station will allow only Special Branch to make money. No way !

These labs work in case of highly media backed incidents or orders from SSP/DIG about some particular case.

Data is already computerised.
IB is used politically and to keep an eye on rival politicians and their movements.
FIA is used to black mail opponents, political rivals, personal agendas...unless media cries or danda from somewhere up comes their way.

Lastly Police needs to be equipped with MRAP like Ejder 4 x 4 and Cobra II and other machines.

These MRAPS will make appearances only during public protests and rallies.
For hardened criminals, Police will rangers instead of using these MRAPS.


For the last time, Police doesnt work in the same way as Army. Your plan is fit for military deployment.

There is so many excellent models to follow and this wont be something others will hesitate guiding us about. Simply put, there are lots of ways but the problem is the lack of will to follow anyone of them for some pretty obvious reasons.
