This is the 2010 article from where your quote is taken. The interviewees are economically weak which I think contributed to the Naxalites being seen favorably but I think even the middle class of that region being historically more near to Naxalite activism, including via the poet Gaddar, will see the Naxalites more favorably than the middle class in rest of India.

It depends on the people you survey. If the target pool is among the few villages who are pro-naxal, ofcourse they support the movement. This exists only in the remote tribal areas of Northern Andhra bordering Orissa. No one from any of the urban or non-tribal rural areas would never remotely support the naxal movement
