If they have fit for slaughter certificate then they can harvest beef from bulls or steers..

those beef are not from cow..may be buffalo or bulls with fit-for-slaughter certificate...

Cow slaughter is banned in general to keep the Hindus happy, but people who would like to eat Beef can still eat it.

Hindu bhi happy, beef khane wale bhi happy, baad baaki can take a hike .
