IMO - He followed his masters and roll-backed everything because at the moment normalized relation with India are in favor of Pakistan it will let us to focus on western border which has inflicted more loss to Pakistan than the 4 wars on eastern border. But a normal relation of India - Pakistan are not in favor of west. my 2 cents.
