real education is not colleges... neither michael faraday needed degrees nor did elon musk nor did steve jobs.
what your iraqis and palestinians need is core learnings in technological fields ( microprocessor design, agriculture, space-craft projects, manufacturing, chemical engineering, biology etc ) and in humanities ( politics, real journalism, city planning etc ).
