And who will think about the very basic human right of the individual to decide, financial stability of the household, and the stability of the marriage? Studies have shown that younger marriages are inherently emotionally instable, it's pretty intuitive.

I think it may have something to do with the tradition in some areas where people don't get their daughters/sisters married off to keep the inheritance.

How about introducing administrative actions to facilitate and encourage people to get married early, instead of just making it compulsory. Make it easier for young divorcees to get married. Provide financial Tax incentives for able men willing to marry a divorcee.
