Make KCR fully functional within three months: SC

The Supreme Court on Wednesday ordered Karachi Circular Railway (KCR) to be operational within one month and fully functional within three months.

During the hearing, Federal Minister for Planning, Development and Special Initiatives Asad Umar maintained that the completion of the railway within three months was not possible.

CJP Gulzar questioned why KCR has been added to the China-Pakistan Economic Corridor (CPEC) project.

“Owing to the financial situation, it was added,” the minister responded.

Chief Justice then questioned the railway minister when KCR will be inaugurated, to which Shiekh Rashid responded saying whenever the court orders.

CJP told Railways Minister Sheikh Rashid that ML-1 is constructing an elevated train, adding that if the railway sold five of its properties all problems faced by the ministry coulf be solved.

The railway minister informed the apex court that the ML-1 project tender was issued after a delay of 14 years, and will be completed in another five years.

He said buildings were razed overnight to construction KCR and that the Sindh government was also cooperating.

The chief justice questioned why the project was handed over to the Sindh government. “KCR’s condition will replicate the condition of the transit system in Karachi. We thought we would construct a tram in Karachi after the construction of the Karachi Circular Railways.”

CJP further stated that KCR falls under the federal government and must be operational as soon as possible.

“Will you amend the Constitution?” the chief justice asked, “Don’t do anything against the Constitution”.

The apex court ordered KCR to be operational within three months and the ML-1 to be fully functional within two years, saying failure to comply with the given deadline would have dire consequences.

The hearing has been adjourned till February 21.

I'd really like to see this sort of project completed quickly, but who are judges to set a deadline like this? What if it is technically unfeasible? The judges are not qualified to make such decisions. Who's going to tell the black crows to stay in their lane?

These same judges grant relief to the culprits who've feeded off projects like these whenever NAB prosecutes.

Well Sindh government is no less than a mafia, and the only way to get them to do anything is if there is a sword of judiciary hanging over them.

So you want to build hyperloops in karachi where 25% of people fall below poverty line's?
Metros buses are under construction and the KCR will surely ease traffic in Karachi.
The property was illegally sold to "private investors" which then built illegal construction. Rule of law will be implemented there must be no exception

What rule of law ?
What we are seeing here is government once upon a time legally selling illegal lands to private investors who then launched legit projects with paperworks to hundreds and thousands of End users who spent their whole lives or 2 generations to earn the amount to have some home. And now all of a sudden this SC wakes up from a deep sleep and declares everything illegal, ignoring the third party interest (flat owners), demolishing their houses with no adjustment to alternative location and neither catching all the government as well as private culprits involved ? Does this make any sense ? Yes it does, when you yourself for example could be the owner of a flat.

This is flat badmashi of courts

I wonder if the panel consulted a professional construction manager or a PM for this case. I dont expect this though.

I must correct you 'These same judges grant relief to the culprits on the order of the generals' who are weak and also Come under pressure from the black mailing of political mafias.
They way they are doing is that half hearted cleansing of corrupt mafia is even dangerous. Why they don't go all over at once is because of 2 reasons. 1 they themesleves are corrupt and part of the mafia and 2 they are weak.
Had they ever wanted to get rid of these mafias, Imran provide them best opportunity to fight them. He was taking all the blame. But then blackmailed by videos and other stuff and now successfully given nro despite pm repeated order of not giving nro.
The generals are weak.
The judges are subservient to the generals.
Either they let the corrupt mafia go on. Or support those who fight the corrupt mafia. This In between thing where you support those who fight corrupt mafia and also support those who are mafia but blackmail you is harmful for the country.
We have India's path and china's path.
China's path is tough but guaranteed success, Indian path would be to grow on steroids without actual gains in the end.

There is no public property, it is not just about haramkhor builders. it is about other people as well who just grab land wherever they see it. it is the govt's property that is now being reclaimed. hope the same will be done paharganj as well.

I am very well aware of those haramkhors, mainly saraiki people who come and deploy their bricks and cement over any random land or undeveloped but already balloted society. And then when government breaks these illegal huts, all media goes ape “ghareebon ke sath ziadti” when these lands by no means belong to them.

However, my concern was solely for legit buyers who were tricked by builders into buying properties built on rishwat acquired lands.

Those who encroach lands should be thrown out of city, back to their villages, they deshape the city, steal electricity, gas and break water lines thus depriving those from water who deserve it. These people are often involved in robberies and snatchings as well as well as wrecking havoc on roads by showing their jihalat while driving recklessly.

As well as all goths should be demolished, those who can afford to live on rent can stay while others can leave the city. Over population due to illegal residents is the issue of the city. I can point out every illegally occupied land on karachi map, know it very well, feel angry everytime i see it

Apart from Karachi, Islamabad and Pindi are also facing similar issues (islamabad has been resolved tho), but on a smaller scale

I am very well aware of those haramkhors
not saraiki people. I am talking about haramkhor builders. property developers. assh*les who develop innovative ways of haraamkhori, and teach these ways to civil servants.

Those other people have established katchi abadis, some of which are being destroyed to reclaim govt property.

The judiciary has the power to call in proposals and all relevant documents and pass judgement. If there's a delay due to technical reasons then it needs to be documented and explained why, if the respective institution fails to do so then it's (depending on the matter) put up to a an investigation and the institution can be held liable too. I'm not taking anyone's side but that's how it works according to the law so it's possible for them to do so on civil cases. For instance, if your street is under construction for the past 5 years then you can sue the government for disruption of your life and citizen rights. I know the practice is different but that can happen. Just clarifying.
