Union Minister for Minority Affairs Shri Mukhtar Abbas Naqvi today said here that a course for “sanitary supervisors” will be started in Garib Nawaz Skill Development Centres, being established across the country.

Shri Naqvi undertook “Shramdan” (voluntary work) at the campus of Maulana Azad Education Foundation of the Minority Affairs Ministry under “Swachhta Hi Seva” (cleanliness is service) campaign.

Shri Naqvi said that about 3 to 6 months-duration course for “sanitary supervisors” will be started at Garib Nawaz Skill Development Centres. While on one hand it will create job opportunities for the youths belonging to poor sections of the Minority communities, on the other hand it will strengthen “Swachh Bharat Abhiyan”.

The course will also include training for cleaning work with latest technology and machines and also preparing compost from the garbage.

Shri Naqvi said that 100 Garib Nawaz Skill Development Centres will be established across the country where youths belonging to Minority communities will be provided job-oriented skill development training.

Shri Naqvi said that “Swachh Bharat Abhiyan” has becoming successful under the leadership of Prime Minister Shri Narendra Modi. For the first time after the Independence, cleanliness has not remained as just a matter of habit but it has now become a passion.

Shri Naqvi said that “Swachh Bharat Abhiyan” (Clean India Campaign), launched on 02nd October 2014, has become an effective mission with the help of the common people. The NDA Government is working with commitment to build a “clean, healthy & strong” India.

Shri Naqvi said that the common people, especially the youth of the country, have become more attentive towards cleanliness. Cleanliness has now become a people’s movement. The people’s thinking towards cleanliness has been changed. “Swachhta Hi Seva” campaign is being organised across the country from 15thSeptember to 02nd October, 2017, the birth anniversary of “Father of the Nation” Mahatama Gandhi.

Shri Naqvi said that during the last three years, the NDA Government has constructed more than 3 crore toilets across the country. Ministry of Minority Affairs has been constructing toilets in a large number of Madrasas and other Minority institutions and connecting them with the cleanliness campaign. These “sanitary supervisors” can play an important role in maintenance of these toilets.

Shri Naqvi said that Ministry of Minority Affairs is also organising “Swacchta Hi Seva” campaign from 15th September to 02nd October, 2017. “Swacchta Hi Seva” campaign is being organised at headquarters of Ministry of Minority Affairs at “Antyodaya Bhawan”, offices of NMDFC, CWC, Maulana Azad Education Foundation at various parts of the national capital and different state waqf boards across the country. The campaign is also being organised in schools and other educational institutions and social institutions of Minority communities.

HUA Minister Shri Hardeep Singh Puri calls for ‘life style change’ to make the country clean

Five more States viz., Madhya Pradesh, Maharashtra, Chattisgarh, Jharkhand and Haryana have reached the milestone of making all cities and towns ‘Open Defecation Free’ as the Swacch Bharat Mission completed three years today. This was announced by the Minister of Housing and Urban Affairs Shri Hardeep Singh Puri while speaking at a programme here today on the occasion of the third anniversary of the mission.

Giving an account of the progress towards Swacchata in urban areas of the country, Shri Puri informed that as against the target of building about 66 lakh individual household toilets in urban areas, 38 lakh toilets have already been built and construction of another 14 lakh toilets is in progress. Over two lakh community and public toilet seats have been built as against the mission target of five lakh toilet seats.

Stating that focus in now being laid on Solid Waste Management, Shri Puri said that efforts are on to generate over 500 MW of electricity and over 50 lakh tons of compost from municipal solid waste to enable processing of the entire solid waste being generated in urban areas.

Shri Puri said that sanitation is a birth right and individual responsibility as well. He informed that the fortnight long ‘Swacchata Hi Sewa’ campaign concluding today has witnessed participation of over 80 lakh people spread over 3.50 lakh activities in urban areas.

The Minister stressed on the need for ‘life style change’ to realise the objective of Swacch Bharat as envisioned by Prime Minister Shri Narendra Modi.

Chittoor Collector performs ‘bhumi puja’ in Ksheera Samudram village
Collector P.S.Pradyumna on Friday initiated construction of one lakh individual toilets, for members of women self-help groups, all over Chittoor district, to be completed within fifteen days. He said that by March 2018, the district would be achieving cent per cent ODF status.

As part of the Palle Nidra (Sleeping in villages) programme, the Collector conducted bhumi puja for “One lakh toilets in Fifteen Days” project at the SC Colony in Ksheera Samudram village of S.R. Puram mandal. From morning till evening, Mr Pradyumna toured the constituencies of GD Nellore, Nagari and Srikalahasti and initiated works for the ODF units. Hundreds of officials of revenue, panchayat raj, police, irrigation and agriculture departments and municipalities took part in the bhumi puja ceremonies.

Addressing the villagers at various places, Mr Pradyumna said the district administration is committed to usher in an atmosphere of health, happiness and self-respect for the women by completing one lakh toilets in the coming fifteen days. “I wish that the New Year 2018 should bring happiness to all women in rural areas, with individual toilets,” he said.

The official said that as of now, construction of about two lakh units was pending in the district. He said that as many as 65,000 SHGs with 6.47 lakh members were involved in the survey for the ODF project. Over 4.5 lakh members had availed the scheme of individual toilets, while 1.2 lakh units are yet to be launched though funds had been already released. “The entire official machinery is instructed to complete the present one lakh units target by December 30. Malpractices and corruption would be dealt with sternly, and criminal cases would be booked against the defaulters,” he said.

Surprise checks

Deputy Director (Information and Public Relations) Timmappa said the Collector would conduct surprise checks to supervise the ongoing works of the ODF units.

“As per the instructions of the Collector, regular meetings with the members of SHGs would be held periodically to complete the 100% target by March 2018,” he said.

The government informed the Rajya Sabha on Monday that it had constructed more than 500 lakh toilets under the Swachh Bharat Mission.

Minister of state for drinking water and sanitation Ramesh Chandappa Jigajinagi told the Upper House that it built 561.75 lakh toilets under the Swachh Bharat Mission (rural).

Nearly 29.08 lakh toilets were constructed under the MGNREGA and seven states/UTs were declared Open Defecation Free (ODF), he added.

In a written reply, the government said the Swachh Bharat Mission was a demand-driven scheme and hence state-wise funds were not allocated.

The minister said states/UTs had to first furnish details of utilised and unutilised funds for release of central funds under the Mission.

Jigajinagi provided the Upper House a list of state-wise share of central funding and utilisation during the last three years and the current year.

While replying on funds alloted to and utilised by Jharkhand and Gujarat for the year 2017-18, the ministry said the former had utilised Rs 239.46 crores of the Rs 669.60 crores released by the Centre.

Gujarat, however, spent Rs 273.60 crores under the scheme while it received Rs 252.94 crores from the Centre, it added.

Jigajinagi also said the ministry regularly monitored the implementation of the Mission through review meetings with the states.

“The ministry has developed a comprehensive system of monitoring the programme through periodic visits by ministry officials and union ministers,” he said.

Online monitoring had been strengthened and transparency increased in the implementation of the Mission by making all data, including the names and addresses of the beneficiaries, available in the public domain.

Drinking water and toilet facilities in Government schools

The Right of Children to Free and Compulsory Education (RTE) Act, 2009 under Section 19 provides for Norms and Standards for a school. The appropriate Governments have the responsibility and mandate to provide school infrastructure including drinking water facility and toilets in schools in accordance with the norms prescribed in the Schedule to the RTE Act, 2009 and respective State RTE Rules. All States and UTs have been advised to comply with the provision of the RTE Act, 2009 which interalia states that every school building should have safe and adequate drinking water facilities to all children; and separate toilets for boys and girls.

The Central Government supports States and Union Territories (UTs) for creation and augmentation of infrastructure facilities including drinking water and toilet facilities in schools across the country under Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA). Ministry of Human Resource Development annually sanctions drinking water and toilet facilities in elementary schools under SSA and in secondary schools under RMSA to the States/UTs based on the gap determined by Unified District Information System for Education (UDISE) database and proposals received from States/UTs. Since inception of SSA in 2001 till 30.09.2017, 2.41 lakh drinking water and 10.53 lakh toilet facilities in elementary schools have been sanctioned, out of which 2.32 lakh drinking water facilities and 9.90 lakh toilets have been constructed by the respective States/UTs. Under RMSA, 24,546 water facilities and 65,882 toilets in secondary schools have been sanctioned to States/UTs till 2017-18, out of which 17,749 water facility and 44,692 toilets have been constructed by the respective State/UT.

Under Swachh Vidyalaya initiative 4.17 lakh toilets in 2.61 lakh Government elementary and secondary schools have been constructed / re-constructed in one year in association with States, UTs, Public Sector Undertakings and private corporate, to achieve the target of separate toilets for girls and boys in schools.

This information was given by the Minister of State (HRD), Shri Upendra Kushwaha today in a written reply to a Rajya Sabha question.

Construction of toilets in schools taken up under various schemes and initiatives of the government

All States and UTs have been advised to comply with the provision of the RTE Act, 2009 which inter alia states that every school building should have separate toilets for boys and girls. Construction of toilets in schools across the country to ensure adequate number of toilets as per student strength in the school or upgradation of schools is a continuous process.


The Ministry supports States and Union Territories (UTs) for creation and augmentation of infrastructure facilities including toilet facilities in schools across the country at elementary level through Sarva Shiksha Abhiyan (SSA) and at secondary level through Rashtriya Madhyamik Shiksha Abhiyan (RMSA). Ministry of Human Resource Development annually approves Work Plan & Budget of the States and UTs for various activities including drinking water and toilet facilities under SSA and RMSA schemes based on the gap determined by Unified District Information System for Education (UDISE) database and proposals received from States/UTs.


Under SSA, since its inception in 2001 till 31.12.2017, 10.54 lakh toilets have been sanctioned in elementary schools, out of which States/UTs have reported construction of 9.95 lakh toilets. Under RMSA since inception of scheme in 2009-10 till 28.02.2018, 70,244 toilets in secondary schools have been sanctioned, out of which States/UTs have reported construction of 49,636 toilets.

Under Swachh Vidyalaya initiative 4.17 lakh toilets in 2.61 lakh Government elementary and secondary schools were constructed/re-constructed in one year upto 15th August, 2015 in association with States, UTs, Public Sector Undertakings (PSUs) and private corporates, to provide separate toilets for girls and boys in all Government schools.

States/UTs are advised regularly in various meetings and workshops to complete the works in a time-bound manner.

A total amount of Rs. 1062.27 crore under Sarva Shiksha Abhiyan and Rs. 60.48 crore under RMSA has been allocated during the years 2014 and 2015 to States and UTs specifically for construction and repair of toilets under Swachh Vidyalaya initiative aimed to provide separate toilets for girls and boys in all Government schools. Ministry of Finance has sanctioned a total amount of Rs. 162.67 crore through Swachh Bharat Kosh for construction/re-construction of 25,324 toilets in schools in the States during the period from December, 2014 to May, 2016. PSUs and private corporate have contributed in construction of 1,45,102 school toilets under Swachh Vidyalaya initiative.

SSA and RMSA schemes support States and UTs for various approved activities including toilets in Government school buildings as per the fund sharing pattern. The fund sharing pattern is in the ratio of 60:40 between Centre and States (including UTs with legislature) and 90:10 for the 8 North-Eastern States and 3 Himalayan States. The central government funds 100% in case Union Territories without legislature.

The Prime Minister mentioned that under the Swachh Bharat Mission (Gramin), in the last 3.5 years alone, 3.5 lakhs villages and over 350 districts, and 35 crore people have shunned open defecation. Nearly 7 crore toilets have been built and 14 States and UTs have already been declared ODF. The Prime Minister appreciated that toilets are now being called “Izzat Ghar” (House of Dignity) in Uttar Pradesh and Bihar.

The Prime Minister quoted a study done by UNICEF that found that a household in an ODF village in India saves Rs.50,000 every year by way of disease treatment costs averted, saving of livelihood by not falling ill, etc. He also mentioned a study that estimates that households in ODF villages in India have significantly better health indicators.

In his address to the gathering, Shri Nitish Kumar, Chief Minister of Bihar, said that if we inspired the youth to imbibe the ideals and principles of Mahatma Gandhi, then a clean India will surely be built by the people of the country. He said that the Government of Bihar is committed to making the State Open Defecation Free well in time for the timeline set for the Swachh Bharat Mission, i.e. the 150th birth anniversary of Mahatma Gandhi, October 2, 2019.

Toilet campaign accelerated in Bihar in the run-up to the Champaran celebrations on April 10th

The Swachh Bharat Mission (Gramin) recently celebrated the culmination of the Champaran centenary celebrations and a weeklong “Satyagraha se Swachhagraha” campaign run in Bihar from 3rd April onwards. On April 10, 2018, the Prime Minister, Shri Narendra Modi, addressed around 20,000 Swachhagrahis in Motihari, East Champaran district of Bihar.

In the run-up to this event, the Ministry of Drinking Water and Sanitation, in coordination with the Government of Bihar, worked to spread the message of Swachhata across the country by initiating the “Satyagraha se Swachhagraha” campaign from 3rd to 10th April. Around 10,000 Swachhagrahis from different parts of the country were invited to Bihar, where they worked with 10,000 Swachhagrahis from Bihar to “trigger” behaviour change throughout the 38 districts of the State and build momentum of the jan andolan further.

The impetus for this campaign began after the Prime Minister, Shri Narendra Modi, took a video conference with District Collectors from the four focus States of the Swachh Bharat Mission (Gramin), namely, Bihar, Uttar Pradesh, Odisha and Jammu and Kashmir. At this video conference, the Prime Minister emphasized that there could be no greater inspiration for completing this task, than the 150th anniversary of Mahatma Gandhi. He urged for teams to be formed at the district level to accelerate progress, especially in the run-up to the 101st anniversary of Bapu’s Champaran Satyagraha.

Motivated by the Prime Minister’s address, the districts of the four States showed unprecedented progress in the days that followed. From March 14th to April 10th 2018, Bihar saw 10.2 lakh toilets being built across its 38 districts. Most of this activity was seen during the Satyagraha se Swachhagraha campaign (April 3rd to 10th, 2018), wherein the focused activity by 20,000 Swachhagrahis across the State lent greater momentum to the campaign.

It has been reported by some media outlets that such a rate of progress is impossible based on the calculation of a “per day” or “per minute” rate of toilet construction, working backwards from these figures. This is an incorrect interpretation of the data of the progress reported in Bihar. A twin pit toilet typically takes 3-4 days to construct, and this activity happened in parallel across approximately 34,000 villages in Bihar. Dividing the total toilets constructed in this period (14th March – 10th April, 2018) by the number of villages in Bihar, this works out to 1.1 toilet constructed per day per village, which is easily doable. To calculate a “per minute” rate of these toilets is therefore misleading, as it incorrectly assumes construction of all toilets in one village sequentially.

Some media outlets have raised questions on the toilets constructed during this period. The Bihar government is working on identifying any incomplete toilets after the pits were dug for them in the period of the campaign, and is focusing on completing them urgently. Any misrepresentation of data on part of local administration will be strictly dealt with by the Bihar Government.

Clarification on estimates of Toilet Costs under Swachh Bharat Mission

It has come to the attention of the Ministry of Drinking Water and Sanitation, Swachh Bharat Mission, that some incorrect estimates of toilet costs constructed under SBM-G are being circulated on social media and reported in print and electronic media.

This is to clarify that under the Swachh Bharat Mission - Gramin, each eligible beneficiary gets Rs. 12,000 as an incentive/subsidy to build a low cost but good quality household toilet. This centre and the state contribute to this incentive in the ratio of 60:40. The centre releases its share to the states, and it is the states who implement the program on the ground.

While the average cost of a twin-pit leach pit toilet is about Rs. 12,000, it can vary based on local conditions. In some cases, the beneficiaries may also choose to spend more than just the government incentive in order to build even better quality toilets. Hence it is incorrect to suggest that the incentive is equivalent to the "cost of a toilet".

Over 7 crore toilets have been constructed since the launch of the mission, and the sanitation coverage has more than doubled, from 39% in October 2014 to over 82% today.

Mission to launch Twin Pit toilet ad campaign with Akshay Kumar, Bhumi Pednekar

The Comptroller and Auditor General of India, Shri ‎Rajiv Mehrishi, and Secretary, Ministry of Drinking Water and Sanitation, Shri Parameswaran Iyer emptied a toilet pit from a twin pit toilet in rural Maharashtra early this morning. Senior sanitation officers from States across the country, including Additional Chief Secretaries of Maharashtra, Uttar Pradesh, Tamil Nadu, followed suit to encourage use of twin pit toilets in rural India, and to de-stigmatize emptying of toilet pits by the household themselves.

The twin-pit toilet is the safest toilet technology most suited to large parts of rural India and is recommended by the World Health Organization as well as the Government of India. Research has shown that one of the reasons rural households might hesitate in building and/or using this low-cost technology is the stigma associated with emptying of the pit.

However, it is scientifically proven that a pit in a standard twin-pit toilet model fills up in roughly 5 years for a 6-membered family. The waste can then be easily re-directed to the second pit, and it becomes safe-to-handle compost in 6 months to 1 year, and is rich in NPK (nitrogen, phosphorus, and potassium) nutrients which makes it ideal for use in agriculture. In many parts of India, this is also known as sonakhaad (golden fertilizer) because of high nutritious content.

Today’s pit-cleaning exercise in Pandharewadi gram panchayat, Daund block of Pune district was a step towards dispelling these myths, biases and stigmas. Several State Principal Secretaries (Sanitation), senior officers of the Swachh Bharat Mission (Gramin), and senior officers of Maharashtra government joined in this exercise.

All officers then held up the compost in their hands. Commemorative jars full of the compost were taken home by all present at the event.

The pit-emptying exercise was a part of an ODF-Sustainability workshop. The Swachh Bharat Mission (Gramin) has made significant progress in the three and a half years since its launch. The rural sanitation coverage has more than doubled since the launch of the mission from 39% to nearly 84%. Over 7 crore toilets have been built across rural India under the Mission. As an outcome, over 3.6 lakh villages and 385 districts have been declared Open Defecation Free (ODF), across 17 States and Union Territories.

With over half the country declared ODF, the Mission is also working on sustaining the ODF status in these areas. To that end, detailed ODF Sustainability Guidelines have also been issued, and a workshop was conducted with ODF States and districts in Pune over the last two days.

Speaking at the workshop, the Secretary, Shri Parameswaran Iyer, said that along with declaring the country ODF, the Mission is working with States towards sustaining this ODF status over the years and decades to come. For this, he said, sustained behavior change efforts had to be undertaken at all levels, and the Swachhagrahis had a critical role to play in this. He also announced that the Mission will soon be launching a mass media campaign to promote twin pit toilets in rural India, featuring leading actors, Shri Akshay Kumar and Ms Bhumi Pednekar.

States come together to work for ODF Sustainability under Swachh Bharat

With over 4 lakh villages, 400 districts, and 19 States/UTs declared Open Defecation Free (ODF) in rural India, the Swachh Bharat Mission today organized a National Workshop on ODF Sustainability at Udaipur in Rajasthan. Principal Secretaries-in-Charge of Sanitation, Swachh Bharat Mission Directors and other members of state teams from across the country came together for the workshop, led by the Union Ministry of Drinking Water and Sanitation.

Addressing the gathering, Secretary of Ministry of Drinking Water and Sanitation Shri Parameswaran Iyer emphasized the importance of sustaining the ODF outcomes of the Mission. He highlighted that the Swachh Bharat Mission (Grameen) has made significant progress in the past four years since its launch. The rural sanitation coverage has gone up since the launch of the mission from 39% to over 90% today. Over eight crore toilets have been built across rural India under the Mission and behavior change has led to over 90% of these toilets being used by rural communities in the country, as per various independent studies and surveys undertaken at large scale.

The Secretary particularly lauded the role played by Swachhagrahis in achieving and sustaining this massive behavior change in the nation. He launched the revised Swachhagrahi guidelines of the Swachh Bharat Mission, which focus on the continued role of the Swachhagrahis in not just ODF achievement but ODF sustainability as well.

Several Swachhagrahis from the grassroots, representing various States, also shared their experiences at the workshop. Smt Sunita Devi, a master trainer mason from Jharkhand, spoke about the State’s “Rani Mistris” who are breaking gender norms and getting into the usually male-dominated domain of working as masons for construction of toilets. She said that she has trained many of these women masons in her district and it is not only improving sanitation, but also empowering women. She mentioned that she has herself built more than 100 toilets with her own hands, and that the initiative has given her the confidence to lead and train other rural women as well.

Shri Pratap Singh, Swachhagrahi from Faridabad in Haryana, said that he believes that ensuring that all rural citizens in his district understand the health benefits of toilets and use them regularly is his foremost duty. Smt. Taruna Vyas, Swachhagrahi from Rajasthan, spoke about the ignition point of behavior change. She said that a village becomes ODF the moment the community decides that they want it to become ODF.

This was followed by a Panel of Collectors, where district collectors from across the country shared their experiences of leading and sustaining the declaration of their districts as open defecation free. A Panel of Mission Directors later deliberated the policy level mechanisms that need to be put in place in States to sustain sanitation benefits. States and districts prepared presentations on their learnings from the day’s discussions and shared them with the larger group at the end of the workshop.

The Minister of State for Housing and Urban Affairs, Shri Hardeep Singh Puri has said that the civic bodies of the national capital will achieve their physical target of constructing 5 lakhs community and 67 lakhs individual household toilets by the end of 2019. Speaking after inaugurating a workshop on “Swachh Survekshan-2019” for the municipal bodies of the national capital city here today, he said, so far as the Open Defecation Free (ODF) target was concerned, it required the behavioral change of the public at large in rural and urban areas of the country.

The workshop on “Swachh Survekshan-2019”, organized by the New Delhi Municipal Council (NDMC) in collaboration with Ministry of Housing and Urban Affairs, was attended by delegates from all the three civic bodies and Delhi Cantonment Board.

Shri Hardeep Puri said that the behavior change had many aspects like gender empowerment, dignity of girl child, and green and clean cities envisioned under the Swachh Bharat Mission. He said, in addition to construction of toilets, more attention and efforts are required in respect of scientific processing of solid waste Management. He said, the Swachhta Mission has now become a mass movement.

The Minister appreciated that the NDMC has bagged the first position in the category of cities of 1-3 Lakh population and overall fourth position in the country and hoped that it would get the overall first position in the forthcoming Swachhta Survekshan-2019.

Shri Hardeep Puri said that under the Smart City initiatives, the NDMC had achieved many milestones by commissioning various projects like Wi-Fi, Smart Poles, Solar Tree and Ideation Centre at Connaught Place.

Stressing upon the reduction of plastic items in day-to-day life, Member Parliament, Smt. Meenakashi Lekhi said that it is the need of the hours to come forward to reduce, reuse and recycle the plastic waste so as to make the planet environment friendly.

Outlining the details of the steps undertaken by the Ministry of Housing and Urban Development, the National Mission Director of the Swachh Bharat, Shri V. K. Jindal informed that the entire nation would be Open Defecation Free by the end of 2019. He said, the scientific segregation of the waste, started in 73 cities in 2016, now has increased to 4,203 cities in 2018 and the all cities of the country will be covered by 2019.

NDMC Chairman, Shri Naresh Kumar in his welcome address threw light on several achievements of the civic body in New Delhi area under the Swachh Bharat Mission.

Global Sanitation Convention to Herald 150th Birth Anniversary of Mahatma Gandhi

Union Ministry of Drinking Water and Sanitation will organize a global sanitation convention to mark the beginning of the 150th birth anniversary celebrations of Mahatma Gandhi, also coinciding with the fourth anniversary of the launch of Swachh Bharat Mission.

Mahatma Gandhi International Sanitation Convention (MGISC) will be a 4-day international conference that will bring together Sanitation Minsters and other leaders in WASH (water, sanitation and hygiene) from around the world. A host of national and international dignitaries are slated to attend the event, for which preparations are under way. The Convention will culminate on 2nd October, Gandhi Jayanti, which is also celebrated as the Swachh Bharat Diwas. Several mass mobilisation events and campaigns are being planned across the States in the run up to this Day.

India aims to eliminate open defecation by October 2nd, 2019, the 150th birth anniversary of Mahatma Gandhi, who held sanitation very close to his heart. Rural sanitation coverage has made ground-breaking progress, from 39% in October 2014, at the start of SBM, to over 92% today, with behaviour change being the key focus of implementation. The success of the Swachh Bharat Mission will undoubtedly have a significant impact on the global achievement of Sustainable Development Goal (SDG 6.2), i.e. to achieve access to adequate and equitable sanitation and hygiene for all. Simultaneously, coordinated efforts are in place to improve sanitation levels in all sectors and all public places. The global Convention will be aimed at sharing sanitation success stories and lessons across all participating countries.

Prime Minister Shri Narendra Modi to Launch Swachhata Hi Seva Campaign on September 15

SHS Campaign to Culminate with Mahatma Gandhi International Sanitation Convention to be Held in New Delhi from September 29 to October 02

‘Swachhata Hi Seva 2018’ a jan andolan for Swachhata to be observed in the run-up to the 4th anniversary of the Swachh Bharat Mission (SBM), i.e. from September 15th to October 2nd 2018, as the sanitation movement enters its final leg. SHS 2018 follows the success of the SHS 2017 last year, led by the Hon’ble PM. SHS 2018 will culminate with the Mahatma Gandhi International Sanitation Convention (MGISC) from September 29th to October 2nd 2018, which also marks the start of 150th birth year celebrations of Mahatma Gandhi. SHS aims at accelerating the Jan-Andolan for realizing the vision of a Clean India, further reinforcing the belief that ‘Sanitation is everyone’s business’. Shri Parameswaran Iyer Secretary, Ministry of Drinking Water and Sanitation presented the highlights of this campaign to the media persons here today.

Union HRD Minister to confer Swachh Vidyalaya Puraskar 2017 – 18 in New Delhi tomorrow

The Union Minister for Human Resource Development, Shri Prakash Javadekar will confer the Swachh Vidyalaya Puraskar 2017 – 18 at Dr. Ambedkar International Centre on 18th September, 2018 in New Delhi, as a part of the Swachhata Hi Seva campaign launched by Prime Minister on 15th September, 2018. Dr. Satya Pal Singh, Minister of State, HRD will also be present on the occasion.

The Department of School Education and Literacy, MHRD launched the Swachh Vidyalaya Puraskar in 2016-17 to honour the schools that have done exemplary work in the field of water, sanitation and hygiene. These awards are given to ensure long term sustainability and behaviour change towards cleanliness. It also provides a benchmark and roadmap for schools to make further improvements. This year, first time the awards have also been extended to private schools besides government and government aided schools.

This Puraskar was launched as a follow up to the Swachh Vidyalaya Initiative launched in 2014. In his Independence Day address to the nation on 15th August, 2014, the Prime Minister declared that all schools in the country should have toilets with separate toilets for girls within a period of one year. Only then our daughters will not be compelled to leave schools mid way.

Under Swachh Vidyalaya Initiative, a record number of 4,17,796 toilets were constructed in 2,61,400 schools, including 1,90,887 girls toilets in one year upto 15th August, 2015. This was achieved in collaboration with States and UTs and Corporates and PSUs.


Salient Features of Swachh Vidyalaya Puraskar 2017-18



  • The methodology for the awards was evolved in consultation with UNICEF and Administrative Staff College of India (ASCI), which were the Implementation and Technical partners for the awards.
  • The schools voluntarily applied online through a website and mobile App for the awards.
  • Schools were rated through a transparent mechanism on five broad parameters of (i) Water (ii) Toilet (iii) Hand washing with Soap (iv) Operations and Maintenance (v) Behaviour Change and Capacity Building.
  • Out of 52 Awardee schools, 37 schools are from rural areas and 15 from urban areas. 45 are government/government aided schools and 7 are private schools. Further, 24 are elementary and 28 are secondary/higher secondary schools. The awardee schools also include 5 Kasturba Gandhi Balika Vidyalayas and 2 Navodaya Vidyalayas.
  • 4 States (Puducherry, Tamil Nadu, Gujarat and Andhra Pradesh) and 9 districts (Pondicherry, Srikakulam, Chandigarh, Hisar, Karaikal, Latur, Nellore, South Goa, Vadodara) will also be awarded with Certificate of Recognition for having maximum number of schools awarded with National Swachh Vidyalaya Puraskar.
  • Awardee schools will be given an additional school grant of Rs. 50,000/- along with Certificate of Recognition.
