Maharashtra govt to build 56 lakh toilets

School Education Quality Index

There is a need to give priority to the expansion and growth of education system in the Country. Central Government through SSA and RMSA provides assistance to States and UTs for growth and expansion of education system.

Since the inception of SSA in 2001 till 30.6.2016, 3.59 lakh new elementary schools have been opened, construction of 2.90 lakh school buildings and 17.48 lakh additional classrooms have been completed and 9.61 lakh school toilets constructed, and 15.74 lakh teachers have been recruited. Further Since the inception of RMSA in 2009, 12394 new secondary schools have been approved and funds have been provided for strengthening of 37,382 existing secondary schools. Under RMSA, 120284 teachers including Head Masters are approved till date.

Ministry of Human Resource Development (MHRD) and NITI Aayog are jointly working on a School Education Quality Index (SEQI) with the goal of institutionalizing a focus on improving education outcomes at the State and UT level. The details of the index are still under preparation. The data for the index will be uploaded by States and UTs. To monitor the SEQI roll-out and to support the States and UTs, a Project Management Unit (PMU) will be set-up at the National level.

This information was given by the Minister of State (HRD), Shri Upendra Kushwaha today in a written reply to a Lok Sabha question.

Taking cue from the Indian Railways, the Karnataka State Road Transport Corporation (KSRTC) will be installing bio-toilets in many of its long-distance buses in the coming months. The waste generated from these toilets will be converted into manure and sold.

The KSRTC has a fleet strength of over 8,400 buses, and 1,000 of these are high-end that are used mainly for long-distance travel. “We are in talks with companies such as Scania, Volvo, and Mercedes to install bio-toilets in the buses they provide. We are yet to decide the routes in which this facility will be provided,” said Rajender Kumar Kataria, Managing Director, KSRTC.

As of now, five buses plying from Bengaluru airport to Mysuru are fitted with normal toilets. “The problem with these buses is maintenance. We do not have space in Mysuru to clean it. Besides, we cannot stop and clear toilets during every trip, as it is a waste of time and money,” said a KSRTC official. Mr. Kataria said the waste generated from the toilets will be converted into manure with the help of micro-organisms. “This will be sold to those who approach us. We met railway officials to learn how bio-toilets function,” said Mr. Kataria.

The KSRTC has maintained that the financial burden of introducing bio-toilets will not reflect on the ticket prices. “We will have to remove one or two rows to fix the toilet. This will help diabetics, who have to visit the toilet frequently. A lot of time will be saved as we will not have to stop in between,” added the official.

E-wallet, ETMs to be introduced

The KSRTC will be introducing e-wallets and hand-held Electronic Ticket Machines (ETMs) with card swiping facility in buses soon.

“Passengers can recharge their e-wallets and book tickets through them. Refund upon cancellation will also be done through the same medium,” said a KSRTC official, who added that nearly 55 per cent of ticket booking is done online.

Besides, conductors will also be given ETMs that will be connected to the main server via bluetooth provided for the vehicle tracking system or GPRS. “Through this, tickets can be booked. This will solve the problem of handling cash, and passengers can also travel light,” said the official.

Ministry of Women and Child Development in convergence with Ministry of Rural Development and Panchayati Raj Institutions has formulated action plan to construct 4 lakhs AWC buildings with child friendly toilets in the next 4 years i.e. up to 2019 under MGNREGA. During 2015-16 and 2016-17, 29941 AWC buildings and 59619 AWC buildings (including toilets) respectively were approved for construction.


This information was given by the Minister of Women and Child Development, Smt. Maneka Sanjay Gandhi in a written reply in the Lok Sabha today.

The scheme today operates through a network of 7073 fully operational Projects and 13.49 lakh Anganwadi Centres as on 30.09.2016. The services are currently being provided to 1010.56 lakh beneficiaries of which 820.65 lakh are children under six years of age and 189.91 lakh are P&L Mothers. 345.44 lakh children of 3-6 years are provided pre-school education.

With construction of individual and public and community toilets in urban areas getting on to fast track, Swachh Bharat Mission(Urban) today moved to a new level of improving ‘ease of access to public toilets’. Minister of Urban Development Shri M.Venkaiah Naidu today launched ‘Google Maps Toilet Locator App’ to enable people to locate the nearest public toilet for use in five cities in National Capital Region and Bhopal and Indore in Madhya Pradesh.

Shri Naidu said this facility now available in Delhi, Gurugram, Faridabad, Ghaziabad and Noida and the two cities of Madhya Pradesh would help in addressing open urination and open defecation.

Using the key word ‘Swachh Public Toilet’, users can access 5,162 public toilets located near malls, hospitals, bus and railway stations, fuel stations, metro stations and public and community toilet complexes in the five cities in NCR and 703 in Bhopal and 411 in Indore. The App also gives information about the nature of the toilet seat available, free or pay for use, working hours etc. This facility will be extended to other cities in due course. Ministry of Urban Development has partnered with Google to enable this service.

Shri Venakaiah Naidu also launched free to use ‘Smart Toilets’ set up by the New Delhi Municipal Council (NDMC) under PPP model at National Gallery of Art on Shershah Road, opposite Haryana Bhawan on Copernicus Marg and near Tolstoy Marg Metro Station. Each such complex has one WC toilet seat and four urinals for gents, one WC each for women and differently abled, Water ATM, Bank ATM and Digital Health Centres.

One ‘Reverse Vendor Machine’ set up by NDMC at Gate No.2, Palika Market, New Delhi was also launched today. When a plastic bottle is dropped in to this machines, it gives a receipt of credit of up to one rupee. NDMC is setting up 20 such machines which help in preventing littering of plastic bottles.

Speaking about the progress of Swachh Bharat Mission in urban areas since its launch in October,2014, Shri Naidu said the mission picked up momentum during 2016 with 502 cities and towns including New Delhi Municipal Council declaring themselves ‘Open Defecation Free’ during this year and most of these claims verified independently. Another 237 cities and towns are set to become ODF by March next year. He said that during this year, the Mission in urban areas got to halfway mark in toilet construction against the mission targets.

Against the target of construction of 66 lakh individual household toilets, 27,81,883 such toilets have already been built and construction of another 21,43,222 is in progress. While over five lakh community and public toilet seats are to be built, 1.07 lakh seats have already been built so far and another 1.30 lakh toilet seats are under construction. Regarding Solid Waste Management, about 40,000 of the total 81,000 urban wards in the country have reported 100@ door-to-door collection and transportation of such waste. 21.50% of total solid waste being generated in urban areas is being processed scientifically.

Shri Naidu named Gujarat, Andhra Pradesh, Sikkim who have declared all cities and towns as ODF besides Kerala, Maharashtra, Telangana, Jharkhand, Karnataka besides the UTs of Chandigarh and Puducherry as lead performers in toilet construction having met more than 75% of physical targets.

The Minister further informed that 95 Waste to Compost plants are currently functional in the country with an annual production of compost of 2.88 lakh tonnes. These include 17 in Karnataka, 16 in Gujarat, 15 in Maharashtra, 9 in Tamil Nadu and 8 in Uttar Pradesh.

Delhi is producing the highest quantity of compost of 3,000 MT/month followed by UP-2,900 MT/month, Gujarat-2,500 MT/month and Karnataka-1,600 MT/month.

Another 313 Waste to Compost plants are under revival and upgradation with a total production capacity of 22 lakh tonnes per year.

Seven Waste to Energy plants are operational in the country including 3 in Delhi, 2 in Maharashtra and one each in Madhya Pradesh and Telangana producing a total of 88.40 MW of electricity form municipal solid waste. Another 53 plants are under construction or tendering with a production capacity of 405.30 MW of power. 177 more such plants are under consideration with a production capacity of 1,138 MW. The maximum number of upcoming plants are in Madhya Pradesh-60, Andhra Pradesh-54 and Tamil Nadu-27.

Shri Venkaiah Naidu presented ‘Swachhata Certificates’ 12 cities and towns who have become ODF recently and their claims verified independently by the Quality Council of India. These are; Visakhapatnam, Guntur and Nellore in Andhra Pradesh, Thanesar and Sirsa in Haryana, NDMC, Suchindram and Mailadi in Tamil Nadu and Khopoli, Kolhapur and Nandurbar in Maharashtra.

District administration begins ‘non-stop’ work on construction of 820 individual sanitary latrines in five gram panchayats
In an effort to declare the entire Jagtial district as open defecation free (ODF) by January 2017, the district administration launched a novel programme of ‘non-stop 36-hour construction of 820 individual sanitary latrines (ISL)’ in five gram panchayats in the district from Tuesday.

The ambitious programme was launched by Collector A. Sharath along with Korutla legislator K. Vidyasagar Rao and other representatives of the local bodies. As per the plan, construction work on 200 ISLs at Obulapur village in Mallapur mandal was kicked-off on Tuesday morning which would continue till Wednesday morning. The programme was simultaneously launched at Anthargaon village (100 ISLs) in Jagtial mandal; Vengalayipeta (190) in Pegadapalli mandal; Nadikuta (130) village in Mallapur mandal and Bhupathipur (200) in Raikal mandal in the district.

The district officials have made all the arrangements for the successful and continuous work on ISLs in five gram panchayats by providing necessary construction material such as cement shallow bricks, sand, cement, asbestos sheets etc. For the purpose, they roped in masons and labourers well in advance to finish the work on a war-footing. Even special officers have been deployed for each gram panchayat to oversee the construction work along with other revenue staff.

The Collector told The Hindu that the work was taken up on a pilot basis to motivate the beneficiaries to make the district open defecation free by January 26 next. “We identified the beneficiaries well in advance with the support of local representatives and tied up with the officials to oversee the construction work. We also have deployed one mason and two labourers for the construction of two ISLs after providing them training,” he said.

He informed that the local representatives were playing a crucial role for the successful construction of ISLs in their respective gram panchayats by staying overnight at the villages.

He said Chief Whip Koppula Eshwar was making a night halt at Vengalyipeta village of Pegadapalli mandal on Tuesday.

The Collector hoped that a majority of ISLs would be completed within 24 hours in the district.

Maharashtra to become Open Defecation Free by March 2018

The Chief Secretary of Maharashtra, Shri Swadhin Kshatriya has conveyed to the Centre that the State will be declared Open Defecation Free (ODF) by March 2018. He said this in a meeting with the Secretary, Ministry of Drinking Water and Sanitation, Shri Parameswaran Iyer, in Mumbai, and mentioned that Maharashtra is on track to achieve this goal.

The Secretary was further informed that the Government of Maharashtra has a strong third party verification system for ODF declarations in the State, with three levels of verification. The Chief Secretary said that Maharashtra is not only aiming for ODF achievement, but also aiming to include handwashing, menstrual hygiene, community toilets etc. as part of Swachh Bharat implementation in the State. Multiple cleanliness campaigns – such as Clean Offices, Clean GPs, Clean Schools – are also underway in the State.

The Secretary, in turn, assured the State of full support from the Ministry in their efforts. Under the Zila Swachh Bharat Prerak initiative, a Prerak will be provided at district-level in the State to support SBM(G) activities by the Ministry, in association with the Tata Trusts. The Secretary made a presentation to Chief Managing Directors of all Western Region PSUs in presence of Secretary, Department of Public Enterprises, to encourage them to contribute to the Swachh Bharat Mission. The presentation was well-received, with many PSUs mentioning initiatives currently undertaken by them, including school sanitation, toilets along highways etc. The Secretary, Department of Public Enterprises, stressed at the meeting that the PSUs must train their workers and management trainees as sanitation champions and agents of change.

With the objective of ending the practice of open defecation in rural areas of the district by the end of 2016-17, the Shivamogga Zilla Panchayat has asked nationalised and cooperative banks to finance the construction of individual household toilets under the Swachh Bharat Mission.

The target for 2016-17 is 29,136 individual household toilets in the district. Of this, 23,283 have already been constructed. At present, the subsidy amount is given to the beneficiary after the toilet construction. A major chunk of the 5,853 households that don’t have toilets in the district fall in the low-income group. During a survey conducted by the ZP recently, it had emerged that owing to financial problems, many beneficiaries had postponed the work.

K. Rakesh Kumar, CEO of the ZP, told The Hindu that given this trend, he had written to the district lead bank to direct all nationalised and cooperative banks to provide personal loans to the families selected under the scheme. The ZP had also convened a meeting of officials and managers of major nationalised banks to discuss the issue. The banks can recover the amount after the government releases the subsidy to the beneficiary, Mr. Kumar said. The process of sanctioning loans for construction of toilets has already commenced in Thirthahalli taluk, he added.

At present, ₹12,000 is provided as subsidy to a household for the construction of toilets under the mission. For families belonging to SC/ST communities, the amount is ₹15,000.

The plan

According to a survey conducted in 2012, there were 81,441 families in the district that did not have toilets and were practising open defecation. According to the detailed project report of the ZP with the target of eradicating open defecation by 2016-17, the plan was to construct 12,473 individual household toilets in 2013-14, 30,211 in 2014-15, 20,117 in 2015-16, and 29,136 in 2016-17.

Of the 271 gram panchayats in the district, construction of toilets has been completed in 171 and they have all been declared free of open defecation.

40 officials study twin-pit toilets used at Gangadevipalli
People of Gangadevipalli village in Geesukonda mandal had rare guests on Saturday. A team of 40 senior IAS officers — principal secretaries of different states — and representatives of the UNICEF, led by Secretary to the Union Ministry of Drinking Water and Sanitation Parameswaran Iyer came on a field trip to the village.

The officers were in the village for a first-hand knowledge of the working of twin-pit toilets and how to convert human excreta into manure. The officers, on a training programme at the National Institute of Rural Development(NIRD) in Hyderabad, came in two buses and went round the village. The officers divided into seven teams visited the toilets in seven houses and interacted with the residents to understand its working.

Waste into manure

The villagers have been using twin-pit technology toilets for over a decade and converting human waste into organic manure for quite some time now.

Under the twin-pit technology, the residents have two pits for collecting solid waste from household toilets. After one pit is filled with human waste, it is closed and the waste is collected into the second pit. The waste in the first pit is allowed to dry for over a year. Then the dried waste is taken out and used as organic manure for farms. The villagers gave samples of manure to the visiting officers.

Replicable model

Later, addressing the officers, media and others, the Union Secretary described it as ‘waste to wealth’. The technology has been tested and proven to be safe. It is good organic manure which could be used for farms. “This method should be popularised in other places as well,” he suggested.

Mr. Iyer showered praise on the villagers and said they adopted Swachh Bharat concept two decades ago and won many laurels. “We have heard a lot about this village as an ideal village. We feel happy to be here where people are first in many aspects such as sanitation, drinking water and literacy, among others,” he said.

Significant firsts

District Collector Prashanth Jeevan Patil explained to the the visiting dignitaries that Gangadevipally stood top on many counts as the villagers were united and had achieved considerable progress. Efforts were on to replicate the success stories in all other villages, he said.

Havildar Vikas Thakur, 42, of Paonta Sahib in Sirmaur district in Himachal Pradesh, was awarded with DG Insignia and Commendation as he helped in construction of 57 toilets in his village. He had joined ITBP in 1994. “PM Modi motivated me. My village is now open defecation-free. I contributed Rs 57,000 for 57 poor families,” said Thakur. After Thakur, others followed and contributed for the toilets.

Himachal government had also felicitated him last year. Currently, he is posted at Dehradun.

Constable Amit Chauhan, 28, contributed in rescue efforts at Hemkunth in Uttarakhand during the 2013 floods. Along with other personnel, they constructed a bridge which helped in rescuing 5,000-6,000 people. He was also felicitated at ITBP centre here. A native of Uttarakhand, he is currently posted at Joshimath in the state.

In March, South-24 Parganas will not only become an Open Defecation Free district, but also the district with the highest number of rural toilets — 6.86 lakh toilets — in the country, according to officials.

According to DM P B Salim, South-24 Parganas along with Burdwan and Cooch Behar will be declared ODF by March 31.

Previously, Chief Minister Mamata Banerjee had announced that the Nirmal Bangla Project would become one of the models for the Centre’s Swachh Bharat Abhiyan. Mission Nirmal Bangla is an offshoot of Swachh Bharat Abhiyan, and was launched by the state government in concurrence with it on October 2, 2014. The idea was to bring all existing sanitation projects under the scheme, and on April 30, 2015, Nadia became the first district to earn ODF status.

Since then Hooghly, East Midnapore and North-24 Parganas have been declared ODF. Officials said the panchayat and rural development department aim to make South and North Dinajpur, Birbhum, Jalpaiguri and Darjeeling ODF districts in 2017-18, and to declare all districts in the state ODF by March 2019.

“In Purulia, work was lagging behind, but it picked up and the district will be declared ODF as per schedule. The department has been carrying out massive awareness campaigns so people use toilets. Though the toilets are constructed free of cost, they need maintenance. Some NGOs and UNICEF have joined hands with the state government to create awareness,” said an official.

Rural Development Minister Subrata Mukherjee said the campaign was carried out on the maintenance of the toilets.

“We are spending money to construct toilets, but they will have to be maintained properly, and for this awareness is required. Beneficiaries should understand they will use the toilets and maintain them, because without maintenance, it will pose a serious threat and the whole effort will be futile,” he said.

Setting an inspiring example to others, a woman from Chhattisgarh’s Jashpur district mortgaged her jewellery to make bricks with the help of other women to construct more than 100 toilets in the village.

Inspired by Prime Minister Narendra Modi’s Swachh Bharat Campaign, Kajal Roy a sana village ward Panch said it was not an easy decision to make as she had to go through a lot of difficulties at the initial step.

“First of all I have started with my ward. Initially I started with 50 toilets and completed it on time. We have gone to each and every house hold to make people aware of using toilets and their importance. When there was problem with the funds I had to keep my jewellery on mortgage to meet with the demands. Though I don’t have any regards about it,” she said.

She also said that she sold some of her jewelleries because she thought building toilet was more important to her.

Stating that Kajal Roy has set an inspiring example, District official Priyanka Shukla told ANI that she would be felicitated for her and work, adding the administration would extend all kind of support to her.

“It is a very inspiring example. She came forward to lead this drive. Her story will inspire others. Her intention and commitment are remarkable, District administration will felicitate her and will extend all kind of support to her,” she added.

Meanwhile, Women sarpanch, who have done exemplary work under the Swachh Bharat Abhiyan, will be felicitated by Prime Minister Modi on the occasion of International Women’s Day, according to sources.

The Swachh Bharat Abhiyan (SBA) was officially launched on October 2, 2014 by Prime Minister Modi himself.
The campaign aims to clean the streets, roads and other infrastructure across the country.

As part of this campaign, the government is aiming to achieve an Open-Defecation Free (ODF) India by October 2, 2019, the 150th anniversary of the birth of Mahatma Gandhi, by constructing close to nine crore toilets.

So far, about 3.46 crore toilets have been constructed and about 1.65 lakh villages have become ODF.

In last two years, sanitation coverage of the country has also increased to 61.16 per cent from 42 percent, according to official data.

The Centre plans to build toilets in one lakh madrassas across the country as part of its efforts to revamp these traditional learning centres.

Union Minister of State for Minority Affairs Mukhtar Abbas Naqvi on Saturday said the government has also planned to introduce mid-day meal scheme and upgrade skills of teachers in these educational centres as part its “3T formula — teachers, tiffin and toilets.”

He was speaking to reporters at his office in Antyodya Bhawan after the meetings of the Governing Body and General Body of the Maulana Azad Education Foundation, an autonomous non-profit minority welfare institution under his ministry.

3Ts mantra
“In the meetings, we have decided that the madrassas which are providing mainstream education or those that want to, we will help such madrassas on a big scale. And we have a formula of 3Ts —— teachers, tiffins and toilets.

“And, under the ‘Swachh Bharat’ mission, we target to build toilets in one lakh such madrassas by end of the next financial year,” Naqvi said.

Minority Affairs Ministry officials said these toilets would be build as part of the welfare initiatives of the Foundation, of which Naqvi is the ex-officio President.

Upgrading skills
“Tiffin means mid-day meal and the third T is for teachers. We will also identify madrassas where we need to upgrade skills of teachers or train them or through other programmes to improve the pedagogy,” he said.

Incidentally, the decision to provide mid-day meal at madrassas was taken during a meeting of the General Body of the Foundation in December, ahead of the Assembly elections in five states.

“We also plan to modernise a few madrassas by including imparting of education of science and technology. Some of the members of the Foundation will travel to different states to find out those who wish to associate with this paradigm,” Naqvi added.

The minister also said that the Foundation wants to increase the number of beneficiaries of its various schemes like the Begum Hazrat Mahal National Scholarship for girls and Garib Nawaz Skill Development Centres.

“20,000 girls have benefited from the Begum Hazrat scheme so far and we wish to expand that number to 45,000 by end of this financial year. And, next year, the target would be to benefit five lakh students.

“For Garib Nawaz Skill Development Scheme, a proper budget has been finalised and about 100 skill development centres are to be opened,” Naqvi said.

“We are also planning to build world-class institutions and plans are being worked out,” he said.

Under Swachh Bharat Abhiyan, an amount of about Rs.1629.75 lakh and Rs.90.04 lakh has been spent on construction of these new toilets / reconstruction of dysfunctional toilets by SAIL and RINL respectively.


The Minister of Steel Shri Chaudhary Birender Singh gave this information in a statement laid on the Table of the Rajya Sabha today in reply to a question.

Useable Toilet Facilities in Schools

Annual Status of Education Report (ASER), 2016 is a provisional report based on sample survey. ASER has recognised progress in the availability of useable toilets in schools. As per ASER (Rural), 2016, 68.7 % of schools visited had toilet facilities that were useable on the day of the visit as compared to 47.2 % in 2010 and 3.5 % of the schools had no such facilities. ASER, 2016 has also mentioned that 43.6 % of schools were carrying out repair of toilets during the period from April 2015 to the date of survey in 2016. However, details of all these schools have not been shared with Ministry of Human Resource Development and it is therefore, not possible to verify this.

Under Swachh Vidyalaya initiative of the Ministry of Human Resource Development, 4,17,796 toilets were constructed/repaired in 2,61,400 elementary and secondary government schools in a period of one year, thus ensuring that every government school has separate functional toilets for girls and boys.

The Government of India supports State Governments and UT Administrations for creation and augmentation of infrastructural facilities including toilets in government elementary and secondary schools under Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) programmes. The requirement of infrastructural facilities in schools are worked out every year by the respective State and Union Territory on incremental basis depending on their need and priority and this is reflected in their Annual Work Plan and Budget (AWP&B). Regular meetings are also held with representatives of States and UTs to monitor performance of infrastructure created in schools including provision and maintenance of separate toilets for girls and boys.

Since the inception of SSA in 2001 till 30.9.2016, 10.36 lakh school toilets have been sanctioned to States and UTs, out of which 9.69 lakh school toilets have been constructed.Since the inception of RMSA in 2009-10 till 31.3.2016, 19,800 toilet blocks have been sanctioned and constructed in States and UTs.

Under SSA programme, a School Maintenance Grant of ₹ 5,000/- per school (having upto 3 classrooms) and ₹ 10,000/- per school (having more than 3 classrooms), subject to the condition that the overall eligibility for the district would be ₹ 7,500/- per school, is regularly sanctioned in the Annual Work Plan and Budget of SSA of respective States and UTs. For secondary schools, under the RMSA an amount of ₹ 50,000 per school is provided as annual School Grant to the States and UTs. The school maintenance grant is utilized for the maintenance and minor repair of the school infrastructure including toilets.

The primary responsibility of maintenance of school toilets lies with the concerned State Government and UT Administration. The Ministry of Human Resource Development has advised all State Governments and UT Administrations to ensure proper maintenance of school toilets constructed under the Swachh Vidyalaya initiative to keep them functional and also to take steps to bring about behavioural changes among students and teachers through an intensive awareness campaign so that the schools toilets are properly used, and kept neat and clean. The Ministry has requested to the Public Sector Undertaking (PSUs) who participated in the Swachh Vidyalaya initiative to maintain the toilets constructed by them for at least five years.

The Ministry of Panchayati Raj has advised the Panchayati Raj Departments of all States to include the provision for construction of toilets and regular repair of the toilets in schools in the Gram Panchayat Development Plans. The Secretaries of the Ministry of Drinking Water & Sanitation, Ministry of Panchayati Raj and Ministry of Human Resource Development (Department of School Education and Literacy) have also jointly issued a letter dated 6th April, 2016 requesting all States and UTs to ensure the Gram Panchayats take the lead in convening meetings with the Parent Teacher Associations of the schools for regular cleaning of the school toilets and for the disposal of solid and liquid waste generated in schools.
