A foreign secretary is not born a foreign secretary. He used to be a diplomat once.

He used to have intensive interactions with senior people in intelligence agencies.

He knows the agency and its functioning inside out.

It's like saying your teacher doesn't know what goes on on the back benches since he never sits there.

The teacher might not sit on the back benches but the teacher very well knows what's going on at the back of the class. This is called EXPERIENCE.

You still haven't answered the question of who exactly the Foreign Secretary of Pakistan collaborates with in the Inter-Services Intelligence. You're right, the Foreign Secretary knows the Ministry of Foreign Affairs inside out, but not the Inter-Services Intelligence. Hell, even the Foreign Minister of Pakistan doesn't know the Inter-Services Intelligence inside out, even though there is communication between him & the Director of the ISI.

Ok, so suppose you are right. Suppose that the Foreign Secretary collaborates with some lower level people in the ISI (which is not true btw). Suppose he knows certain low level people that have infiltrated into the ISI, that are working against the stated policies of the ISI; & helped conduct 26/11; does that mean that the ISI is complicit in this? As long as the Director of the ISI has stated a specific policy for the ISI, & there are some lower level people working against this policy, the ISI cannot be held accountable. There are moles in all kinds of agencies. The reason why Shehryar Khan cannot implicate the ISI is because as a Foreign Secretary, he does not collaborate with the Director of the ISI. It is the Director of the ISI that formulates the ISI's policies. Plain & simple.

You raised another excellent point I completely overlooked. Shehryar Khan was in office (as Foreign Secretary too, not the Foreign Minister) from 1990-94. The Mumbai attacks took place in 2008, almost 15 years after he left his position. There is no way what he says holds any credibility.

He was the Chairman of the Pakistan Cricket Board (PCB), he has more knowledge of Pakistan Cricket than he has (if at all any knowledge) of the ISI. I think he should stick to his cricket opinions
