Best English speakers in India are probably the Goans and to some degree Delhiites. For mumbaians there's no hope, they've got to mix tapori into everything. Everybody's 'boss'. In Pak best English speakers are Isloos and then in some circles amongst Lahoris and Karachians.

Goans not as much. By and large, i have heard Delhi'ites speak the best english and the accent is quite 'posh'.
