  Dressed smartly in jacket and tie, the 12-year-old Moroccan prince Moulay Hassan looks the part as he carries out his royal engagements.
  
  But there is one caveat: he will not let any one kiss his hand.

Well, one must do what it takes to take home rotis and dal ( or whatever the hell Maghrebi cuisine consists of ) for the whole family.. . The kid might turn out to be either a benevolent king or a crazy megalomaniac....if he turns out to be the latter, this is another way of staying in his good books

He refuses to let his hands kissed by the elderly as it is a sign of respect/humbleness. The dignitaries have to propose to kiss his hand, because it's protocol. They would get in trouble if they don't do it. Considering he's 12, he is probably told to act that way.
