The OP is making the list in 2017..........in 2-3 years i.e in 2019-20, if the OP updates this thread, or makes a new one and if GSLV flight is successful with SCE200 by then, then I think he will rank GSLV according to its capability at that time..............what's so difficult to understand here, even a child can understand this logic and you seem to be a learned person attending IIT seminars and talking to ISRO folks and all........I think you didn't get the gist of it. My main point was SCE200 is in advanced stages of development and a GSLV flight with this new engine can be had in next 2-3 years-- which in my view is immediate future.
