Actually he might be onto something. I dont know about Pakistan but in Canada there are multiple cases that are happening. The tuition is so high that they have turned to prostitution in the forms of getting sugar daddies. Same goes to the situation in the States

I think the "increase in confidence" is meant to convey the decreased chances of becoming a disease vector due to adopting better prophylactic measures, and nothing else.
