‘Leave India’ notice to 10 Chinese nationals on Adani project

AT A time when China is leading a small group of nations blocking India’s entry into the select Nuclear Suppliers Group (NSG), the Union Home Ministry has asked Odisha to issue “leave India” notices to 10 Chinese nationals working on an expansion project of the Adani Group-controlled Dhamra Port Company Limited (DPCL) in Bhadrak.

In a letter sent to the Odisha government last week, the foreigners division of the Ministry of Home Affairs (MHA) ordered that the Chinese nationals working for a Thai company at the port over the last several months be asked to leave as the area is close to the missile-launch facility at APJ Abdul Kalam Island (previously known as Wheeler’s Island).

“The DPCL is less than 15 km from the Launching Centre-IV at the Abdul Kalam Island, where missiles including Agni-I, Prithvi, Dhanush are being launched… Functioning of foreign companies and engagement of Chinese nationals accentuates the security concern of LC-IV,” stated the MHA letter.

The letter also stated that the Chinese nationals working for Thai-based Sunzo Foundation Engineering were working at DPCL on a business visa instead of an employment visa. The Dhamra port is currently undergoing expansion in about 4 square km, and the Thai company is engaged in soil treatment of the reclaimed area.

Bhadrak Superintendent of Police N R Das said he was “in the process of issuing a notice to the company for sending off the Chinese nationals”. Dhamra port CEO Subrat Tripathy said his company would “respect whatever the government asks us to do”.

Last month, the island witnessed a successful test of a supersonic interceptor missile that can destroy an incoming ballistic missile with a nuclear payload, thus augmenting the country’s ballistic missile shield.

Dhamra is eastern India’s deepest port and started functioning in December 2011. It is in the process of expanding its capacity from 25 million tonnes to 100 million tonnes of cargo, by adding 11 new berths.

DPCL needs 740 acres of land for the expansion, which is yet to be granted by the BJD-ruled state government – the process is currently on hold. In May 2014, Adani Ports & Special Economic Zone had acquired DPCL from L&T and Tata Steel for Rs 5,500 crore.

First proposed in the 1990s, the port project had been slammed by wildlife groups on account of its proximity to the Bhitarkanika and Gahirmatha olive ridley marine rookery.

The categorization of visa and proximity to sensitive site is an issue. The articles should say that and headline shud be in sync with that.

Besides the Chinese folks came via Thai company so whn granting them Visa we should have checked where they intend to go and what's their purpose of visit and duration of stay in India.

Waking up late and causing inconvenience to expatriate ppl needs to be handled with care. The process should have been done upfront.

Our own folks are also working in lot of countries. Imagine the inconvenience caused to our own ppl under such situations.

This Racist Behavior from India NEEDS TO STOP. It's really degrading and quite frankly embarassing to themselves. Do they not think (or know) that what they do "in secret" will be leaked out (by friends, family, media)???

I've witnessed and experienced this so often first hand. It's no mere "slander", but unfortunately reality. Like the fellow above me said, watch out for "KARMA".

It's already started. Bad behavior is making them hated around the globe. Why can't you guys just learn to respect and accept other races??? Seriously, every race/ethnic group has "PRIDE", but take it to the extreme and it becomes "BIGOTRY".

This is a new low for India. I guess it needs a way to vent out its anger with failure in NSG.

Chinese should take note. Next time signing contract with India, consider the distance of the location from sensitive areas. It is a business risk that needs to be calculated in.

Don you believe India need China or vice versa... China has already selected pakistan as friend and partner.....then why SO SERIOUS....???...Even I don want to see Chinese on Indian Soil.

WTF are you talking about? It's got nothing to do with what you insist is 'racism'. It's a security related issue of which you know squat about. Would you allow foreigners near your secret facilities?

Pay no attention to the nonsense title, this is a routine thing & the egineers will be brought back when the tests are done. I am sure you will not allow any Indians near sensitive project sites either

NEW DELHI: It's not without reason that the security agencies continue to eye Huawei with suspicion. For, the Chinese firm's R&D facility in Bangalore operates with a secrecy so intense that a larger part of its premises are completely out of bounds for Indians.

At Huawei Technologies' R&D facility in Bangalore, only the ground and first floors are reportedly accessible to Indian staff. The floors beyond can be accessed only by the Chinese executives and managers, a top intelligence official told ET.

Though Chinese form only a minuscule percentage of Huawei India's staff at the Bangalore facility, it is they who enjoy exclusive and unrestricted access to R&D office's top floors. There is not much information on what equipment is tested and what goes on in the 'Chinese-only' parts of the building. But intelligence agencies have noticed how Chinese employees of Huawei often have an extended stay in Bangalore for months together.

Though attempts were made by security agencies a few months ago to probe the purpose behind these long-drawn business trips by the Chinese staff of Huawei to Bangalore, they were told curtly that the Chinese were staying on to learn and master English!
