Basically that the GoP should renegotiate with the IMF to waive conditions for this year because of the devastation caused by the floods and that the Punjab and KP governments should let the Federal Government know that it will be impossible to meet the IMF's provincial budget surplus targets given the scale of devastation caused by the floods.

So you're agreeing with the fact that the IMF deal needs to be renegotiated because of the floods and that the provincial governments will not be able to show a surplus because of flood related expenses - then what exactly was wrong with the phone call?
