You could be right also.
There is also a possibility that they are name of the same missiles.
As they do the nomenclature for Hatf and Ghaznavi.

Shaheen III is not an ICBM its a MRBM with a range of ~ 4500km, this will feature MREVs previously seen on Shaheen-1A tests. There are also people saying that it will feature Pakistan's first MITREVs.

Pakistan may or may not have ICBMs, though the technology to build ICBMs existed as far back as 2000s. Our planners want to maintain ambiguity on these things as we don't want more attention than we already have. We don't have any threat from beyond the continent, when we'll get one, everyone will see if we have ICBMs or not, until then there is no need for unwanted attention.

All of Pakistan's missiles are named as 'Hatf' (Spear of the Prophet Muhammad PBUH). I,II,III,IV are serials and Babur, Ghaznavi, Abdali etc are codes.

i am sure they are slowly working on one ...but without funds it will take time ...
