Actually that is a good place, but the logistic part will be difficult. Sinop is a good place, you have sea transport for heavy equipment.

That is good question, the center of the world equator is to far from us. So maybe they thought doesn't matter if we build to the north. We are far beyond the equator, so we can not take that advantage. The earths rotation help the rocket engine to speed up and use less feul. If thats what you mean with south.

We have already had this like an option from design point of view. If it is requested Stinger type missiles , they will be implemented.So this is not big deal even vehicle platform can be changed according to different needs.
