Easy solution dissolve the provinces, build up govts. on district level overseeing union councils.
Union councils being responsible for tax collection and spending, while sharing 5% of tax collection to central govt.

Role of political parties should be limited to Presidential elections and President should be free to select his cabinet as he likes.

Candidate for Presidential elections should be the one who had history of contribution to the nation, be it govt. service or be it investment or be it education, developemnt, social service etc.
