I never understood the reasoning behind that. The vast majority of violent resistance against the British were conducted by the Bengalis. It was the Bengali people that gave Subhas Bose and Vivekananda and Surya Sen. Even after Independence, the most violent of Naxalite revolution was started by and done by the Bengalis.
Since the Sanyasi rebellion, the history of Bengal has been violent, if not the most violent among all regions of South Asia. Heck, the Bengal regiment had to disbanded by the British because of persistent mutiny problems.
