Might be.. but this one is new mate..or added some new systems and integrated everything .. Navy spent 264.62 crore on it

Of course there are new pieces of equipment that have been added to the system..... but it is the 'integration' of them together that is the newest thing of all, and that is where most of the money has gone.

For example the oldest Harbor and Coastal Defence systems of Bombay harbor date back to WW 2 (if not before), but it was certainly primitive (by today's standards); then Missile defences for the same harbor got added on to guns in the 80s, Radar coverage already existed in a much older generation and so on. All of them were autonomous stand-alone systems.

Iran is far advanced than any other country bar Turkey in technology in ME.

With sanctions lifted, Iran can now focus on rapidly improving it's technological base.

Iran has already shown progress in radars and missiles and now with ample resources can develop these areas to a far greater level.

I don't think any defense company in Iran have developed a similar system like this topic, harbor defense system by ASELSAN is in use by Turkish Naval Forces installations nearly since two-three years ago.

Its not very common or widely used. Costs big bucks; not for small budget Navies. Usually very localised.
