Kidnapping for ransom cases declined by 57pc in KP

Peshawar: The first four months of the current year has seen a considerable decrease in the incidents of kidnapping for ransom and extortions all over the province.
During the current year, 19 cases were reported of kidnapping for ransom as compared to 44 cases in the year 2014 showing a decrease of 57%. Similarly, in the year 2015, 67 cases of extortion were reported as compared to 106 cases of extortion reported in corresponding period of 2014 showing a decline of 37%.
Since Kidnapping for ransom and extortion falls under the category of terrorism, therefore all such cases are dealt by the Counter Terrorism Department (CTD).
The CTD not only registers the cases under the above mentioned heads but also investigates and arrests the accused.
The head of CTD, Mr. Salah ud din briefed the Inspector General of Police, Mr. Nasir Khan Durrani about the progress made in kidnapping for ransom and extortion cases.
The CTD has arrested 52 criminals who are involved in these heinous cases. The analysis of the accused profiling has shown that 28 accused belonged to militants groups (TTP, TTM and LI) while the remaining 24 persons had associations with other criminal groups.
As per the reports these militants groups in these extortion cases are operating from the areas of Laylpura and Purchao in Afghanistan.
The general modus operandi in extortion cases is that after the demand call from the extortionists, they place an IED in front of the target house or workplace in order to intimidate and pressurize the victim to extort money.
The incidents of IED blasts have also decreased due to a number of measure taken by the local police.
During the investigation of these cases of extortion it has come to the notice that in few cases the complainant got the case registered in order to get visas and asylum in other countries on the pretext of extortion threat.
In 04 cases, it also transpired that the complainant in order to settle their previous grudges got the cases registered against their rivals. In another case, a girl was used in making a threat call to the father in law of the main suspect in order to extort an amount of 10 lacs from them. In this cases, 07 sims and 04 mobile sets were recovered from the accused girl.
Keeping in view the sensitivity of the crime of Kidnapping for ransom and Extortion, a desk was established at Police Assistance Lines (PAL) and Police Access Service (PAS) for getting the cases registered if they face any problem in getting it registered by the local Police Station.
In order to monitor the progress of the cases, the DIG CTD has worked out an SOP through which the Investigation Officer (IO) remains in contact with the victim and his family. In case, they are not satisfied with the work they can directly contact the SSP investigation CTD or the DIG CTD through his personal contact number. This practice has helped in the working out of cases expeditiously.
Moreover, the KP Police has recently established its own cellular forensics cell which has developed expertise in analyzing the calls made from the mobile phones.
Now, district level cellular cells have also been established working under the supervision of SP Investigations in the districts. In view of the importance and rising trend of losing mobile phones in heinous cases, a special section has been created in the Police School of Investigation, where officers are being trained on regular basis.
