Its not an assumption. You can ask the chinese members to provide you with the links of the chinese ukrainian tie up. Ukraine doesn't have a single launch vehicle to its name either but india was more than happy to attempt a tie up to glean semi cryo engine tech components- for the latter just look it up on google.

Yes on material tech required for engine fab. That sums up ukraine's situation..lots of leftover tech but not much capacity to employ it themselves.

SNECMA wanted us to use their engine core..no ToT whatsoever. Negotiations broke down long back.

India needs to seriously get working on propulsion across the board. Jet engines, tank engines, ship propulsion.

The problem is that the public organizations cant do this alone. Private sector help and foreign help are badly needed.
