If karachi walas need ranger dhanda to not kill each other over ethnic and language differences then there is obviously something wrong. Rangers should have left Karachi long time ago if not for karachi walas target killing each other.

Karachi on its own has biggest share of any city in revenues but not even close to 62%. How when must of taxes are indirect, use some common sense. Karachi walas contribuition is only to extent if someone recharge mobile in Karachi. If petrol imported through port is consumed in Peshwar, then taxes isn't being contributed by karachi walas.

KARACHI: Sindh Governor Muhammad Zubair questioned the popular claim that Karachi, the financial hub of the $270-billion economy, contributed 62% to the country’s total revenue, arguing that companies filed their tax returns from the provincial capital.

While admitting that Karachi contributed a huge chunk, Zubair, a close confidant of the PML-N leadership, said the percentage isn’t 62%.

“No doubt, Karachi contributes a big share, but not 62% of total revenue,” he remarked, arguing that many Karachi-based companies, although operating in the entire country and abroad, were filing returns from the provincial capital.

Thus, he explained, the figure labeled as the contribution from the port city actually had a revenue share from other areas of the country.

Responding to the complaint from Karachi Chamber of Commerce and Industry that Sindh, especially Karachi, was not getting its due share in the country’s resources, Zubair said that the share of each province was clearly defined in the National Finance Commission (NFC) Award.

“The provinces should spend in social and economic sectors forbetter life of their people,” he urged.

On a separate note, Zubair, who previously served as the Privatisation Commission chairman, emphasised that Karachi should showcase itself as the next destination for local and foreign investment.

“This city must keep its momentum, as a vibrant Karachi has proved very supportive for the rest of the country. In early decades of independence, Karachi’s momentum led Pakistan’s economy. It must re-gain its historic role in nation-building and socio-economic revolution.”

Bruv, that’s a political statement (probably aimed at soothing some domestic feelings), it doesn’t even have a leg to stand on legally. If goods are imported at Karachi then taxes are required to be paid at import stage and this counts as Karachi’s tax collection / Karachi’s contribution to the national kitty, irrespective of where the goods actually end up. There’s no question about it.

Taking you’re petrol example for instance, a refinery producing petrol would charge taxes on its sale irrespective if that petrol actually ends up being consumed in Peshawar or Karachi, and this tax charged by the refinery would be deposited with the tax collectorate in whose jurisdiction the refinery is situated, therefore, count as that collectorate's contribution.

Similarly, the OMC buying from the refinery and selling to consumers would charge taxes irrespective if the consumers used that petrol in Peshawar or Karachi and this tax charged by the OMC would collection would be deposited with the tax collectorate in whose jurisdiction the OMC is situated, therefore, count as that collectorate's contribution.

By all legalities tax collection / contribution done by the respective tax collectorate counts as their collection / contribution.

The notion that in cases where the incidence is ultimately borne by consumers that are situated in other parts of Pakistan hence these cases shouldn’t be accounted for as Karachi’s contribution, is legally irrelevant. Though its strange coming from a “true son of soil” type of person, I mean he of all people should understand whose land is being used and, therefore, he should have all the rights to collection / contribution.

Bantz aside, that’s how the tax system works. Even in other parts of the world, cities that are commercial and industrial hubs have huge contributions in the tax kitty because of this. It would be impossible to build a system that can accurately monitor the movement of revenues with the movement of consumers whilst also recording movement of taxes between collectorates / countries.

The statement by DG Rangers was just wrong, no shame in admitting that a mistake was made rather than defending it.

To sum it up, Karachiites should also realize that like the fingers on a hand, not every DG Rangers is like the real hero of millions of Karachi's folks, Lt Gen Rizwan Akhtar, the man behind the achievement of peace in Karachi as DG Rangers and then DG ISI. After him, we see things slipping the other way due to less focus or reasons best be looked into with a lot of seriousness by relevant Authorities.

All Sensitivities aside, everyone should appreciate the value of constructive criticism. Making negative sweeping statements about the biggest city is like betraying the founder of Pakistan Quaid-e-Azam who is buried there.

Another bongiyan by Sindh Rangers. What is it with Sindh rangers and their stupid bongiyas?

Is it some sort of prerequisite to going in Sindh rangers that you have to be a bonga? I love all armed forces of Pakistan, have relatives in nearly all branches. But Sindh Rangers need to look at themselves more closely if even people like me question anything they say.
