Depends.
Mostly it happens late at night. Except for DHA or any other walled housing schemes, no area is safe. Less crowded ones are the perfect spot.
But can as it appears now it can happen in broad daylight too.
The funny thing is Police and Rangers are nowhere to be seen.
People are on their own, but those who try to resist or somehow overwhelm the snatchers are mostly shot on spot by the guys on their backup.

Juding from cloths, Criminals seem to be village people ... Is it common for Criminals from neighbouring villages to do these petty crimes and run back to their villages?
