The worst case scenario is that guys like Kulbhushan are roaming around with our National ID and passports which can't be ruled out due to the scale of corruptions. Some of them probably raising families with children right in front of our nose.

Not everyone is in the position of taking bribes. No one gives bribes to useless people. Bribery flows from the top and ends at the bottom. It is a symptom of a much larger larger social disease.
