Good point. Most of the recent construction has been driven by developers without much input from proper city planning.
Without proper city planning, you end up with an abundance of one type and a scarcity of another.
If sufficient business/commercial districts were with reasonable rents and spread out evenly, it would allow more economic activity and would also help enterprising entrepreneurs.
No allocated parks and socialising places, entertainment venues etc which make cities vibrant and give them their cultural touch.
