Kannada becomes compulsory in Karnataka schools and Telugu for jobs in Andhra Pradesh

SC had last year ruled that the state cannot impose regional language in a state for imparting primary education.

The Karnataka Assembly on Tuesday passed a bill making the study of the local Kannada language compulsory for all students from class 1 to class 10 in all schools in the state. The bill was introduced by the Congress government.

The Kannada Language Learning Bill 2015 codifies a policy decision of the state government to ensure that all students must be taught Kannada “as one of the compulsory language in all classes in a phased manner from the academic year 2015-16”, Primary Education Minister Kimmane Ratnakar stated while introducing the bill in the Assembly. He stated that learning of the local language was compulsory in schools in other southern states like Kerala.

The new law is seen as a means to work around a Supreme Court order of May 2014 that struck down the usage of Kannada as the mandatory medium of instruction in primary schools in the state.

While dealing with cases arising out of a 1994 state government order which made Kannada the mandatory medium of instruction in all schools in the state, the Supreme Court had last year ruled that the state cannot impose the regional language in a state for imparting primary education. The state government subsequently on the direction of Chief Minister Siddaramaiah held discussions with educators, Kannada writers and literary figures to find a way to ensure all students in the state learn the local language.

According to the new law, Kannada shall be taught either as a first language or a second language in all schools. Schools that are not teaching Kannada as a first or second language at present must introduce it in class 1 from the 2015-16 academic year and extended it till class X. Moreover, schools shall follow text books prescribed by the state.

Nothing new , students have choices to pick which language they want and they will pick the one where they can score more marks. Irony is more ppl choose sanksrit as they can score more marks. Its simply a consumer oriented system.

Good Job by Karnataka government. Ban all Foreign languages like Urdu.

Sanskrit paper is set very easy on purpose. Today there is Marks inflation 90% has become common thing.

COMPULSORY KANNADA PUTS SCHOOLS IN A FIX

A principal from an International School in the city said, “We give the same importance to Kannada language as to the other two languages and students opt for it as the third language. What can we do? We cannot force a child to take Kannada as their second language because it is their choice. The CBSE, ICSE and IGCSE board affiliated schools do have the Kannada language in their curriculum and do not have sufficient Kannada teachers. But it is open to the students to choose the language they want to study and most students opt for Kannada as their third language.”

The government wanted to have just have two language papers for High School students (8th to 10th) and one language paper for pre-university students.

BM had reported on a story in November 2014 that a five-bench judge struck down the usage of Kannada as the mandatory medium of instruction in primary schools in the state (Aided and unaided).The SC order stated that the state should not force any child on choosing the languages up to 5th standard. Despite this, the state government has come out with this move with a nod from the education department to boot.

CBSE and ICSE institutions in the state will be affected as they have many students from outside Karnataka.

An official said, “Compulsory Kannada was happily adopted in all the schools and we also encourage students and parents to learn Kannada because it is very important for anyone to learn their local language as it opens them up to the culture and traditions of the state.”

“But asking the schools to compulsorily introduce it as the first or second language is not doable. You cannot make the child learn a language in just one year. Every student has his/own capability and you cannot put words in the child’s mouth,” an official added.

Telugu language to be made compulsory for jobs in Andhra Pradesh

Andhra Pradesh Chief Minister Chandrababu Naidu has said that he will make it compulsory to teach Telugu as a mandatory subject up to at least the tenth standard. Learning another language or languages is encouraged but foregoing commitment to one’s mother tongue is not good. Neither Chandrababu, nor Venkaiah, and not even Prime Minister Narendra Modi studied in English medium is what the CM has said. This feeling has been reiterated by Vice President M. Venkaiah Naidu. This exchange happened at the meet for announcing new highways.

The plans should be implemented in the coming academic year the Vice President has told the CM. Telugu language is to be made compulsory for getting jobs in Andhra Pradesh. The proposal wants to make Telugu compulsory in schools no matter what medium they follow. The current trend of convent education and job oriented education is deteriorating the state language and studying it and being fluent in it will be mandatory for jobs.

All companies, shopping malls, hotels and commercial spaces in the state must display their names in Telugu and this is a very positive implementation for the script language in Andhra Pradesh in the mother tongue of Telugu language is a must.

Very good initiative. people should learn the native language first and then go for other language studies, this should include CBSE schools also.

I think Native should be compulsery till 8th standard only after that student should have multiple options like Native language, Hindi, Sanskrit , German, French, Spanish etc...Let the child decide which language he or she want to study.....

Good initiative, but pass mark should be at least 60.
