Well Babur has the exact same dimensions and performance as the HN-1B.

If you want to compare it to something compare it to the tomahawk. In the late 90's tomahawks crashed in Pakistan. Pakistani scientists studied it to the core and probably gave China some information as well.

Pakistanis were unable to get anything useful from the tomahawks as most of its electronics as well as its engines were burnt in the crash as the tomahawk mainly crashed due to a short circuiy fire in the rear equipment cabin causing it to plummet head first to ground destroying its guidance cibtrol section even though the midsection of airframe remained intact, Babur is directly Chinese HN-1B which itself is reverse engineered Ukrainian KH-65SE, which Ukraine admitted selling to China & Iran in 1999-01.

On the other hand We have Pakistan, which hides the missile failures from it's public and even Army Generals:

Yah another typical Indian, please read about why the MOM was started, it was a reaction to the failed Chandrayaan-1. The PSLV is old tech by Chinese standards and the MOM is just a Chandy clone. So tell me what is stopping China?

The dimensions you gave are of X-600C which was test fired in 1996, as it did not perform well, Chinese had to wait till they got KH-65SE from Ukraine.
