Of course, today most of 200x JH-7/JH-7A serving in PLAN, few in PLAAF. They are PLAN's anti-ship platforms to protect East China Sea.

Pakistan has JF-17, and JF-17 block II own multi-role can carry C802 anti-ship missiles. So i think ur plan is to produce enough JF-17 multi-role fighters as anti-ship platform. China JH-7 project finished(1997) much earlier than JF-17 out.
