ok here is a thing, it shouldnt be surprising that navy chief is there as PAF Academy trains naval aviators too! (chopper pilots, maritime patrol pilots, etc)

You don't need an aircraft carrier prior to have a naval air force. China's naval air force have 25,000 personnel and 800 crafts.

Pakistan do have a naval air wing. However they do not have any fighter jets of their own

But they are very useful especially PN's opponent don't have capable anti-air defense systems.
