Pakistan does not have the capability to design and field a simple pulse dopplar, or a PESA.. so let's not kid ourselves by thinking it can do an AESA off the bat.

Radars is an iterative and progressive journey and Pakistan has no real starting point.

You only have to look at the troubled history of the Captor-E AESA for the typhoon to see even the experts find it difficult.
