Does anybody know the other nine countries that are on this list and how competitive they would be?
My guess is mostly from ASEAN / southeast Asia and South Asia. Like Philippines, Cambodia, Vietnam, india...

Starting in April 2019, hundreds of thousands of blue collar workers will be brought into Japan from the following countries: Viet Nam, China, the Philippines, Indonesia, Thailand, Myanmar, Cambodia, plus an as-yet-undecided country.

I would rather Pakistanis go abroad, earn, hone their skills and return to apply them here. Rather than rot here with no opportunities.
Well said. This entire "brain drain" is lot of cobblers. I live in UK. This country's' women pumped out so many English for export that they filled up America, Canada, Ireland, Australia, New Zealand, South Africa. If all their descendants came back to UK we would not have enough space . And it never 'drained' Britain of anything.

It also did not hinder Germany which saw millions move abroad and today make a good chunk of USA. Map below of German orgin counties in USA.

Quite a list, but it says "blue collar workers" which are usually manual jobs not regarded as skilled.

I would rather Pakistanis go abroad, earn, hone their skills and return to apply them here. Rather than rot here with no opportunities.

What would entice them back mid-career?

Japan to give work visas to Pakistanis. Japan’s new immigration policy

Japan has now finally planned to hire many Pakistani labor workers for skilled visas (The News International). Japan has been facing a lot of problems due to a lack of skilled labor force.

The good news came from the residence of Japanese Ambassador Kuninori Matsuda on Friday, 18 October 2019, where he met with select journalists. He said, “we are about to open working visas for skilled Pakistan workers. We are planning to hire Pakistani skilled workers in good numbers. We need skilled workers, as our population is shrinking by each passing day. We are to sign an MOU with the Pakistan government in a month’s time, enabling the Pakistan skilled workers to have an indefinite visa of Japan”.

A good thing Mr. Kuninori Matsuda added that Pakistan was among those 10 planned countries which were selected after the newly announced immigration policy in April 2019. He also admired Pakistani workers who are devoted, honest and skillful.

“Japan launched its new so-called ‘Specified Skill Visa’ (tokutei ginou, 特定技能) immigration policy on 1st April 2019. According to this new law, Japan will accept a large number of foreign workers. As an estimate, *345,150 international workers will be able to move to Japan to serve its labor market. This scheme was initially announced for 9 countries Myanmar, Thailand, Vietnam, Indonesia, Mongolia, Nepal, the Philippines, Cambodia, and China. However, Japan is (likely) going to make Pakistan 10th country in this list for labor import”.

According to the Japanese Ambassador, the only important thing for interested applicants to get the visa is to learn the Japanese language. Furthermore, the candidates successfully completing their first five years of the visa in Japan will be able to bring their families too.

High-level exchanges by a prime minister and president would soon be materialized. Pakistani president Dr. Arif Alvi will be visiting Japan on 20th October to participate in the coronation ceremony. It is highly likely that this issue will be raised and the Pakistani president will bring something with for the countrymates.

The new immigration program could be a copy of South Korea. That already is recruiting labor force from Pakistan through success in the Korean language proficiency test. The same will be true in this new scheme. It is likely that candidates will have to pass test of the Japanese language organized by the Japanese government and then selected through a proper procedure.

In addition, the radio Pakistan also reported a development about this matter in the first week of October 2019, where it was confirmed that talks have been going on between Pakistan and Japan about skilled labor export. Minister and Deputy Head of Mission at Embassy of Japan in Pakistan ‘Yusuke Shindo’ said the MoU could be signed between the two countries next month. He also added that Japan has opened recruitment for 14 working sectors which are:

1. agriculture
2. materials processing
3. nursing care
4. shipbuilding
5. restaurants
6. airport ground handling & aircraft maintenance
7. food and beverage
8. hotels
9. industrial machinery
10. electronics and electric machinery
11. building cleaning
12. construction
13. vehicle maintenance
14. fishery

The government of Japan is all set to induct some 340,000 skilled workers and professional from Pakistan in next five years.

The landmark decision has been made after a recent heated debate in the Japanese Parliament that agreed to amend constitution and allow increase in number of skilled workers from other countries.

Pakistan is one of the top ten countries from where the workers would be taken from Pakistan.

Ambassador of Japan Kuninori Matsuda broke this positive news at a ceremony hosted in honour of the President of MEXT Alumni Association of Pakistan (MAAP), Dr Nasir M Khan.
Dr Nasir has been selected for the Japanese Foreign Minister’s Commendations certificate 2019 in recognition of his association’s work for growing Pakistan-Japan ties in various areas.

MAAP is Pakistani alumni’s of Japanese universities and making significant contributions towards the promotion of educational relations between Japan and Pakis-
tan.


Ambassador Kuninori Matsuda further said not only new skilled workers would be allowed to work in Japan but work visa of those already staying in the country would also be extended. Pakistani community is already contributing to the Japanese economy and infrastructure with its wonderful work.

He encouraged the Pakistani workers, youths and professionals to learn Japanese language which will be the primary requirement for applying in various fields of Japan’s professional sector.

He mentioned 14 areas specifically where these new workers would be inducted. They are: Information Technology (IT), Agriculture, Fishing, construction, ship breaking and others.
The Ambassador hoped that the MAAP members can play a vital role in extending their cooperation in this regard by advising those Pakistanis who wish to work in Japan as skilled workers on the language, lifestyle and culture of Japan.


The Embassy of Japan will soon sign a MoU with the Government of Pakistan in this connection and this will play a vital role in contributing to the human resource and economic development of Pakistan as well as in promoting bilateral cooperation, said the Ambassador.

See this is what I was discussing on Saturday, although I was off by a few grands in the final figures, but it is going to happen, Inshallah.

That is great, but does not sound very "skilled", specially considering the list of sectors further down.

Japan uses machinery/ technology for every of those sectors...so they have to be skilled in that ...

Well, technical exams in Japan I assume arent light stuff...Considering their surgeon exam is 1 of the toughest!

That's Chinese or Japanese? Chinese and Japanese writings can be roughly understood by each other but we usually don't use exactly the same phrases, this one is exactly the same as Chinese if it is Japanese.

Why New Specified Skills Visa 特定 技能(Tokusei ginou) is made
From April 2019, Japan will add a new type of resident status for foreigners called 「特定 技能」 (と く て い ぎ の う, temporary translation: special skills). With the new type of special skill visa (特定 技能), foreign workers will be officially allowed to work in industries that was not allowed (or allow very limited). the reception of foreign workers such as construction, shipbuilding, cleaning, ..

However, because this new visa has many similarities, it is different from the two types of visas for current trainees and engineers, so many people seem quite confused. In the following article, Job-tenashi would like to summarize briefly the characteristics of this visa before making a specific comparison with other visa types so that people have a more specific and general view of New Specified Skills Visa.

What is New Specified Skills Visa (Tokutei ginou) Visa?
To solve labor shortage is getting serious problem, in June 2018, the Japanese Government officially passed a new law allowing Japanese enterprises to receive foreign workers in the form of a new visa called Specified Skills Visa ( 特定 機能). Compared to the current work visa (技術 ・ 人文 知識 ・ 国際 業務), the scope of the business is allowed to be wider with the Specified skill Visa and the qualifications are much more flexible.

Visa 特定 技能 is divided into 2 categories: Specified skill Visa No. 1 (特定 機能 1 号) and Specified skill Visa No. 2 (特定 機能 2 号). The professions that are allowed to receive as well as the conditions for applying for and benefits of these two types of visas are also very different.

  • This visa is not allowed to pick up spouses, children, parents or siblings.
  • In order to obtain for Specified skill Visa, you only need to meet two conditions below:
    • Having Japanese language ability at normal conversation level, enough for living.
    • Take the test of knowledge and experience prescribed
