They are a small island without any natural resources, so they will never be a real rich nation.
 
Japan is on both a Social and cultural decline the population is declining the natural disasters aren't helping, the down economy makes it worse Japan is suffering a slow death.

It can but can it cover Japan need for Natural resources the Japanese are in a tough spot . the biggest concern should be with the population and the need for resources.

the Natural disasters such as earthquakes and tsunamis make it even worse, it was predicted a massive earthquake would hit Tokyo in 4-5 years.

Population decline for Japan is not much of a problem as her lack of natural resources. Automation, which began in America about 4 decades ago, and robotic with the aids of computer would greatly decrease manpower in her Primary and Secondary sectors. In fact for the next few decades less population mean less unemployment for Japan. Even in the Tertiary sector computer automation will take much of the snack. So internally she needs less workforce to support a large population.

Externally Japan already moved many industrial productions oversea and the trend will continued. Profits earned from these operations will buy many things Japan needs. In this outsourcing method she is acquiring workforce in substitute her shortage of.

So by the year 2050 Japan finally achieved her life long dream a century ago: A pure Spartan society.

Actually, he has the most of the answer correct. Beside the "capability", one need also the "integrity" to be really classified as a real "quality" immigrant.

And the most tricky part here is, how many of the immigrants will actually willing to make sacrifices for their host countries in time of crisis? And the answer is obvious, RARE or NONE at all.

So you see, it is very hard to find any suitable immigrant/s at all which I would agreed.

As my post above, I don't think Singapore needs immigrant either. Her present policy of enticing her populace to have babies should be sufficient. She already has a huge financial portfolio in various parts of the world and industrial products are that important for a small city state. As I said, increasingly computers will soon take over many tasks of the service sector too.

For a country like Singapore, I think a small workforce can sustain her population. She just have to invest her money carefully.
