Because Tsugaru strait is used for international navigation, Chinese and Russian war ships can go through it and Japan wouldn't stop them.

Before 1970s, Tsugaru strait is under Japan jurisdiction.

But in 1970s, Japan decided to make it an International waters. Reportedly to allow nuclear-armed United States Navy warships and submarines to transit the strait without violating Japan's prohibition against nuclear weapons in its territory
