Nope, there is a difference between sponsoring a development and buying a fighter aircraft.

People always prefer a sponsor over a buyer who will bear some part of the risk. USA/Russia do that too.

Let me clarify more. Japan has a policy of not exporting defense equipment to any country.. If Japan accept your sponsorship of technology development, how many aircraft's can you really afford or needed ? Compare that with any other nations like Turkey or India for example? Which will be more profitable to Japan?

Considering they are in planning stage, their first prototype not going to see the market before 2025 when BD will be needing at least 60 of this class of aircraft. The more sponsor, the lesser the cost which guarantees the sell.

The Japanese Navy was destroyed. The question was how far it takes to get Japan to give up.
Not to mention its fleet of civilian ships (subs were quite effectively isolating the main islands)
