Jammu and Kashmir police have charged the Indian Army of wrongful confinement, and for endangering the life of Farooq Ahmad Dar, by tying him to the bonnet of an army jeep and parading him on the roads.

In a report submitted to the State Human Rights Commission (SHRC) police said they have asked the army to identify the soldiers involved.

“During the investigation, correspondence has been made with the army for identification of involved army party/ vehicles," the report reads.

According to the report, Farooq was used as a human shield under threat and was kept under wrongful confinement by the Army.

The report also claims to have recorded statements of seven witnesses who have testified against the army.

The SHRC has described the incident as a gross violation of human rights and said the person "would have suffered mental, psychological and physical humiliation and must be in a state of shock.”

The video of Dar being tied in front of a military jeep had gone viral, just days after a video showing Kashmiri youths harassing CRPF men returning from election duty caused outrage.

The army had claimed that Dar was a stone-pelter, a charge he has denied.

Dar said he has never pelted stones and was on his way to a relative's home after casting his vote earlier in the day.

The video has caused massive outrage online, following which the army ordered a probe into the matter.

According to reports the decision was taken by a young officer on the ground and wasn't sanctioned by the top Army officials.
