No they don't participate in election and encourage valley people not to vote. But their kids do vote I guess, they are residents of Delhi. Besides, the Valley is a large area and people do actively participate in elections, at least half of them. But few districts have very low voting percentage for obvious reasons.

Ok I think you didn't get it, I'll explain in detail, to pass removal of article 370, the Jammu and Kashmir state must pass a legislation. But the two parties in the state are not supportive of it and their core base is valley. If their seat share is reduced or overshadowed by Jammu and Ladakh members things will be much easier for GoI.

There are three divisions. Kashmir Valley, Jammu and Ladakh. While Kashmir Valley have higher population and hence more representatives in parliament. So, they are the law makers for entire state. We decide to limit that and give equal representation to all three.

But isn’t the population 60% in the Valley? It would be patently unfair to allow fewer people to decide the majority, this is rich especially for a majoritarian party like the BJP.

Historically government will never deal with Hurriyath or Militants. What government is going to do is cut their funding as much as possible and drag them for a deal. Even then, government will not deal directly but through an interlocutor.
