It is a bit far fetched. NZ and England already owe us millions for cancelling the series. First they will pay our debt then proceed for imposing fines on us.

I agree that NZ and England cricket boards have a moral obligation to pay PCB. But it is not a legal obligation until and unless PCB raises this in ICC and wins the case against security. In fact, I remember reading an article where senior PCB folks commented that Pakistan cannot fetch monetary compensation for these cancellations. He was saying that it is only possible for Pakistan to raise the case in ICC and make sure that such cancellations do not happen again.

Bailing out on an ICC trophy on the other hand would financially penalize PCB. Not only will PCB loose its share of the profit, but it will also be asked to compensate ICC under duress. ICC runs the sport and so it allows them to make such unfair rules.
