Indeed it is and it gives an idea about where to improve looking at its weaker muscles and ways to improve them.Russia has BukM3 and Iran has Raad sam which has active guidance as I know.In last 72 hours 7 interceptions and 7 anti air rockets were fired. I think a cold war era system is proving to be better than the most modern systems.
Also Russia can experiment with R77 a2a missiles mounted on humvee type vehicle testing against missile swarms like claws.

Syria can buy such systems from both Russia or Iran whom accepts to sell. In Irans case israel cant claim anything as missiles wont be given and wont intended to be given to Hezbollah but Syrian army to protect Syrian airspace against nonstop israeli hostile attacks. Statements like " the systems wont be given to third parties" type of item can be added to purchase paperwork to stop any israeli excuse(I think Russia added similar items in Iran S300 deal).Also Syria will not be willing to transfer sams logically to better protect itself.missiles should be delivered in small seperated batches to avoid israeli airstrikes. Thus Syrian air defence can be strengthened which is the primary target.
