The sale of Israeli military technology to Pakistan disclosed in British military files has threatened to damage Israel’s strategic alliance with India, sources have claimed.

Israel has rejected in strongest terms data recorded and published by the Ministry of Defence which documents the sale of Israeli-manufactured cockpit displays and electronic warfare components for F16 fighter jets to Pakistan in 2010. Further investigations launched by Britain into the deal however at the request of both Israeli and Indian officials have found that it did in fact take place, although they have yet to establish whether it was with the knowledge of the Israeli government.
The deal, buried within a public governmental document logging the sale of weaponry containing British parts, was uncovered by an Israeli newspaper earlier this week along with a string of controversial Israeli weapon sales to Muslim states including Egypt and Algeria between 2009 and 2011. The deals were logged in the UK as British nuts were used in the construction of the Israeli F16 parts.
Israel has emphatically denied allowing the sale of any Israeli-made weapons technology to Pakistan, the arch foe of its long-term ally India. Israeli and British sources have both stated that such a deal would be detrimental to the Israeli-Indian relationship.
"We are startled. This [deal] just didn't happen. We have asked the British for information and will be very interested to see whom it was that sold weapons to Pakistan ostensibly posing as an Israeli," a senior Israeli official told the Daily Telegraph.
"A processing error is the best possible outcome. The arms trade is a very murky business. It is also possible that someone who is not an Israeli attempted to hide a deal."

The Israeli ministry of defence responded promptly to initial reports of the alleged sale earlier this week in a statement.
"Israel has a strategic relationship with India, the strongest democracy in the world – which, like Israel, deals with terrorist threats and serves as a major anchor in global international relations. The State of Israel does nothing that could compromise its excellent relations with India," the statement read.
The Pakistani military has fallen in line behind Israel, describing the reports as "baseless".
Israel is a global leader in the production of drones and software for military systems and currently the third largest exporter of arms to India. Britain's conclusion that the Israeli technology was delivered to Pakistan, with or without the knowledge of the Israeli government, will heap unprecedented pressure on the partnership, which the Israeli government describes as that of "soul mates".
British officials have suggested they will be willing to work closely with both the Israeli and Indian governments to investigate the issue further.
Yiftah Shapir, an Israeli security expert, points out that while Israel has taken pains to deny arming Pakistan, it has remained silent on the alleged deals with Egypt Algeria, the United Arab Emirates and Morocco. Israel perceives no tangible threats from any of these states.
"These reports do not surprise me," Mr Shapir said. "No one talks about it but there is now much more direct sale activity [of arms] between Israel and the Gulf States, as we now see ourselves as being on the same side versus Iran."

India, Israel inching closer to signing FTA: Israeli envoy

KOLKATA: Hoping that an India-Israel free trade agreement (FTA) would be signed "in the coming months", the Israeli ambassador on Thursday said the agreement would be a "strategic game changer" in trade relations between the two countries.

"I truly believe that the FTA will be a strategic game changer ... my sincere hope is that in the coming months the FTA would be concluded," Israeli ambassador Alon Ushpiz said here.

The two countries were "inching closer" to signing an FTA, he said.
Two-way trade between India and Israel stood at $5 billion during 2011 but the volume dwindled a little bit last year.

Ushpiz said an FTA could bring about a "strategic shift" in trade relation between the two countries.

"I am confident the bilateral trade volume will jump from the current $5 billion to $10-15 billion in a few years' time. In fact, FTA will change the composition of trade. The minute we have the FTA in place, the intensity of interactions will be on a much higher level," he said during an interactive session, organized by industry lobby CII here.

The Israeli diplomat said water management and dairy could be the "thrust areas" in technological collaboration between the two countries in the coming days.

He hoped that a dairy centre of excellence would come up in one of India's states soon.

Relations between India and Israel go beyond defence deals: Israel Ambassador

Relations between India and Israel go beyond defence and there is compatibility to deal with the future challenges, Israel's Ambassador to India Alon Ushpiz said today.

"India-Israel relations go way beyond defence. Both countries share moral set of values, believe in democracy and freedom of speech and a history of political leadership that we have been able to do together", Ushpiz told PTI in an interview when asked what was the key factor in bringing the two countries so close to each other.

"The relation goes way beyond any specific field of cooperation rather than only defence. There is something in our brains and most importantly, the chemistry between people of the two nations", Ushpiz said.

"Very importantly, the history of what we have been able to do together is in a way a reflection of the very impressive ability of political leadership of both countries for many years to look towards the future and see what we have to do together, what are the important challenges not of today or tomorrow, but five and ten years from now", the Ambassador said.

"In that, last upon least, comes this very important layer or dimension of compatibility between India and Israel when it comes to problems and challenges on the one hand and solutions on the other", he said.

Asked about specific defence deals between the two countries, Ushpiz said "We do not discuss them in the public domain. We do not discuss deals", he said.

Beyond defence, there are issues like agriculture, water, food and energy security which would play a dominant role between the relations between the two countries, he said.

Asked to comment on how he sees the Palestine conflict, Ushpiz said "it is something that the people and the government of Israel would like to resolve".

Jerusalem: Describing India as a long-standing strategic partner in fight against terror, Israel has said that it will "not do anything that could undermine India's security" in a strong bid to re-assure New Delhi that reports of arms sale to Pakistan were incorrect.

"Israel has a long-standing strategic relationship with India, a democracy that also understands what it means to fight terror, and a country we see as a strategic anchor in global affairs", Israel's ministry of defence said.

"The State of Israel would not do anything that could undermine India's security", it said adding, "The State of Israel strongly denies selling any military equipment to Pakistan".

Earlier, senior officials at the Israeli Foreign Ministry also categorically denied any such sale.

"Israel does not export defence equipment to Pakistan. That is our stated policy and is implemented completely," they said.


Israeli daily, Ha'aretz, on Tuesday quoting a British Government report said that Tel Aviv has exported security equipment over the past five years to Pakistan and four Arab countries with which it has no diplomatic relations.

The report, which deals with British Government permits for arms and security equipment exports, says that in addition to Pakistan, Israel has exported such equipment to Egypt, Algeria, the United Arab Emirates and Morocco.

The report was released by Britain's Department for Business, Innovation and Skills, which oversees security exports and publishes regular reports on permits granted or denied to purchase arms, military equipment or civilian items that are monitored because they can be put to security uses.

British authorities are said to have processed hundreds of Israeli applications to purchase military items containing British components between January 2008 and December 2012 for use by the Israel Defence Forces or to be used into systems exported to third countries.

Israel's ministry of defence said that it "will be liaising with the UK Department for Business, Innovation and Skills (BIS), the body responsible for export licensing, in order to receive the necessary clarifications regarding their official reports".

In 2011, Israel reportedly sought to purchase British components to export various systems to Pakistan, including radar systems, electronic warfare systems, head-up cockpit displays (HUDs), parts for fighter jets and aircraft engines, optic target acquisition systems, components of training aircraft, and military electronic systems.

In 2010, Israel applied for permits to export electronic warfare systems and HUDs with British components to Pakistan, the Haaretz newspaper quoted the report as saying.

Reacting to the report, the Pakistani military rubbished it as "misleading".

India is Israel's largest buyer of defence equipment and analysts say if the reports are true it can prove damaging to the strategic relations evolving between the two countries.

Almost 50 per cent of Israeli defence exports were said to be to India about a few years ago.

Some analysts in India had raised concerns when Pakistan's former military ruler Pervez Musharraf had initiated moves to normalise ties with Israel pointing out that New Delhi could lose out the edge it enjoys over its neighbour due to access to certain Israeli defence equipments.

Israel also sought permits to supply to Egypt and Morocco with Israeli electronic warfare systems and HUD systems that use British parts the same year.

Britain reportedly turned down Israel's request to obtain military systems intended for export to Russia (optical target acquisition systems), Sri Lanka (aircraft engines), India (aircraft engines and satellite radar), Turkmenistan (gun mountings) and Azerbaijan (aircraft engines).

Russia supplies the engines for Pakistan's JF-17 fleet. Has that threatened Indo-Russian relations? France supplied them mirages in the past. I could go on and on.

Come on, everybody knows that international relations are not dependent on one or two defence deals. Pakistan itself must have been surprised at the knowledge that some of its aircraft components had Israeli parts.
