They still are, look at Hizbollah as an example of Arabs at war against much bigger armies and odds. that is the Arab way, not the rigid Eastern or Western war doctrines, adopted by most Arab states.
It is like walking with too small or too big shoes for your feet, it is just uncomfortable and an creates an obstacle, and you won't be able to walk naturally, while the other ones wearing heir own sized shoes will walk comfortably.
The principle is that they wanted the Arabs to wear their shoes, so they can fight them easily, since the Arabs were the most difficult armies to fight against in all history, they went from defeating Hammurabi, a fate on its own, to conquering the major parts of the known world in those times.
They had some of the greatest generals of all time, some of them and not the least were Khalid ibn Alwalid, Ali the cousin of the prophet, Omar the khalif, and too many others to enumerate here.
They were all using their own tactics, unknown to their adversaries, i.e: not wearing the shoes of the adversary hat he knows well.

The situation of Israel and Iran is just like the Indo-Pak situation.Both of them are powerful countries with strong military and have large ballistic missile arsenal just like India and Pakistan.So any war between these two M.E. giant is highly improbable because if a war really happens in the future then the theory of M.A.D. will come to play just like the current Indo-Pak situation.So even if Israel is preparing itself for an all out offensive against Iran the truth is they are too afraid to implement the plan because they know that Iran does have secondary strike capability.....
