Not necessarily. India wants to have Kashmiri Freedom movement labelled as terrorism. Once that happens India will do even more brutality, murders, rape etc. They are planning to settle Hindus in Kashmir and offset the majority Kashmiris enjoy similar to Israelis Jewish settlements in Palestine.
