Pakistan has laid out it's terms loud and clear. Resolve the Palestinian issue. If this prerequisite isn't met, then Pakistan CAN NOT and WILL NOT recognise Israel. Simple! Israel is a country which exist on occupied land that is not legitimately theirs, so recognising it is against Islamic norms and judicial values of humanity. Giving legitimacy to illegitimate child!.

Israel is becoming a source of problem for Pakistan when it is openly helping India with arms and tech. So this action bring more hate towards Israel in Pakistan minds why should we favour friend of our enemy? Will Israel stop to support India if we recognize it? The answer is obviously no. Nowadays countries only protect its interests. And Pakistan can not make Israel to change its support for India at all.
Pakistan is based on Islam, these two are complementary to each other. doing favour to one will be a favour to the both. Recognition of Israel harmful to the both.
Why the Israel is so worried about Pakistan is because of this inherent connection of the both.
They feel their present success and happiness is only short-lived in the presence of an Islamic country which has power to defeat them. With whom they have no direct influence to exploit. This further enhance their sense of insecurity to a haunting level.
Why Arabs recognize Israel, they feel threatened because of their own weakness and Israel military power. Pakistan case is exactly opposite. We have been all the time in a state of war against a bigger enemy India. So there is no such need to recognize a state who is an ally of our enemy.
We are no more weak to walk over by anyone . Our recognition of Israel is against Islam and Pakistani nation.
Weak has the right to do quite opposite which is normally forbidden in Islam in exceptional conditions. Does Pakistan faces this exceptional situation? The answer is No. then Why we need to go against Islam and Pakistan?
One more point, does recognition of Israel help the oppressed people of Palestine?
If muslims are recognizing Israel due to its power, they will have no influence to get a change in Israel's policy of suppression and injustice, Following such path by Pakistan too, will not bring any betterment to the Palestinians.

I have mixed feelings on establishing ties with Israel. It's a question of whether we think establishing ties will damage Kashmir cause or not, and to what extent will establishing ties improve relations with GCC and the US. As for tech, IMO it's not an entirely valid argument. If today getting hands on Israeli tech (officially) is hard because of a lack of recognition, whose to say we wont have another France like situation, where India being a bigger market and a higher bidder, bids our presence out of existence in that market too? On the other hand, who is to say that not accepting Israel will do a damn thing for the Kashmir cause, Arabs are already looking to abandon us on that entirely, I don't see any material difference either way.
It was no problem not recognizing them when the whole muslim world didn't. But when all of its neighbors, Arabs themselves, and even your allies in Saudi and Turkey have established ties. It will be tough to maintain a lack of recognition for a country whom we have no direct hostility with.
