That is an even stupider reason. How would that serve India's purpose in anyway? Not to mention the fact that Pakistanis are already very confident of ISI. What actually would serve India's interests would be for Pakistanis to turn against ISI, which they have been trying for a while to no avail. Have they ever said anything of the sort? Ever said that xyz of Russia/China was the best in the world?

For a mere budget increase it is more than enough to portray the enemy's counterpart as enough of a threat, which the Indians have done amply well given the Indian hysteria of blaming the ISI boogeyman for everything, even for their lack of bathrooms. That is how you get budget increases, not by claiming that your enemy's xyz is the best in the world. And even if it was that, are you presuming the Indian government to be stupid enough to fall for a statement which you can see through so easily? A statement not aimed at the government in some report but a public statement by a retired officer.

So now we have three possible conclusions,

1) The Indian posters here are morons

2) Or the ex chief is a moron

3) Or the Indian government is full of morons.

Dulat has written a book..and nothing sells print like a few controversial statements..people would have forgotten or wouldn't be aware of a person called Dulat if it wasn't for his statements on Kashmir and this one. .

Though as compared to R&AW, ISI is of course more powerful probably staffed 3-4 times RAW's manpower, ISI also has unlimited control and is not answerable to anyone and is into various activities like counterfeiting and has an excellent humint..way way better then R&AW.

RAW is a civilian setup filled with babus a.k.a bureaucrats, diplomats, analysts, accountants and such folks..In essence geeks, ..While ISI is a military setup with unlimited power and military discipline.



But..ISI compared to CIA, MOSSAD, MI5 doesn't really rank anywhere.
