The sacred thread tied on Ajmal Qasab’s wrist on the night of 26/11, which even led to the initial impression that he may not be from Pakistan, was purchased at Siddhivinayak temple by co-conspirator David Coleman Headley.

The red mauli, one of 15 that Headley picked up during his last visit to Mumbai in July 2008, was delivered to Lashkar bosses in Pakistan, and later distributed to the 10 terrorists who stormed the city.

Since none of them were expected to be caught alive, a highly placed source in the National Investigation Agency (NIA) told Mumbai Mirror, this was done to create an impression that there was no foreign hand in the attack.

“During his last visit to Mumbai in July 2008, Headley purchased 15 threads when he conducted a surveillance of Siddhivinayak temple. He has admitted that he paid the Indian-rupee equivalent of US$1 for them,” said the NIA source, who asked not to be named.

Sources in the Union Ministry for Home Affairs (MHA) also confirmed that Headley had bought maulis on several occasions from Siddhivinayak temple during his visits to Mumbai between September, 2006 and July, 2008.

He had first visited the temple with a local contact, who had told Headley that the sacred thread was worn only by Hindus, as they believed it protected them from evil.

Headley had picked up a mauli for himself, and when he went to Pakistan during the course of the recce period, LeT leaders had noticed the thread and asked him about it.

“Headley told them it was from Siddhivinayak temple, and was worn mostly by Hindus. He advised the LeT bosses that the attackers should put them on in order to confuse Indian security agencies,” the NIA source said.

As a four-member team of the NIA, led by Loknath Behera, is interrogating Headley inside a US jail over the last four days, information trickling in from there is giving security agencies more insight about the meticulous planning of the 26/11 attacks.

Sources said Headley also admitted that it was his idea to arrange identity cards, with Hindu names on them, from Arunodaya Degree and PG College at Vedre Complex, Dilsukh Nagar, Hyderabad.

These were recovered from Qasab and the remaining dead terrorists. Headley had first come to India in September, 2006 on the pretext of launching an immigration firm.

He had hired an office space in Tardeo and had started the recruitment process for his company. During his stay, he visited several places in Mumbai and other cities in India, where he surveyed sensitive installations and prominent places.

He made four other extended trips – in February and September 2007, and April and July 2008 – each time taking pictures and shooting videos of various targets, including those attacked on 26/11, Siddhivinayak temple, Mahalaxmi temple in Tardeo, the Bombay Stock Exchange, and the Marriott hotel.

The information revealed by Headley to the NIA assumes more significance in the light of the acquittal of two people, Fahim Ansari and Mohammad Sabahuddin, who were accused of being LeT’s local conspirators.

While the meticulous planning of the 26/11 attacks suggested that someone in India had played a key role, security agencies are now saying that Headley alone was that crucial resource.

Headley has also spoken of how post-26/11, ISI wanted Lashkar to disown the Mumbai attack to turn the global attention away from the terror outfit that Pakistan considers to be an important strategic asset to be used against India. With Ajmal Kasab snared, and investigations by India and FBI homing in its nexus with Lashkar, ISI planned to blame the carnage on al-Qaida. It even prepared a list of 4-5 al-Qaida figures who were to be projected as the conspirators.

Had the heading been "RAW guided xyz at every stop of Lahore blasts" pak members' response would have been like "another zionist sponsored terrorism attack to destabilize pak unearthed" , or " RAW MOSSAD CIA nexus planning to destabilize Pak unravelled" etc etc.

Then why, if I may ask have your arrested Lakhvi and his goons my friend? Or do you want to tell us that LeT is now working for Hindu extemists...... or may be you want to say that Lakhvi does not work for LeT and rather works for Indian extremists groups....

There is a thread running on the Ahmadi massacare on this forum, the perpetators of which were, as claimed by your Interior Minister, arrested from Muridke after they attacked the hospital.

Please wake up my friend. The bloodlust of these terrorists does not identify between Indian and Pakistani or Hindu or Muslim bloods. The sooner Pakistan acts on this scum in its midst, the safer you will make Pakistan for your own family.

It wasn't Muridke my friend !
It was Raiwind.. Different place !
And they were not arrested from there..They allegedly stayed there for some days !

Pak seeks sharing of findings

ISLAMABAD – While an Indo-US investigation ended on Thursday after a weeklong questioning of a US citizen David Headley, the alleged operative of Lashkar-i-Taiba, Pakistani authorities still await sharing of its findings to further probe the matter, said officials on Friday.

“Although India and the US are not bound to share findings of investigation, however, they need to share them with Pakistan in order to unearth the myth of Mumbai attack”,
an official on condition of anonymity said.

This correspondent attempted many time to contact Foreign Office spokesman for official version; however, he did not take up call and finally switched off his cell phone.

Even a text message was dropped at his cell phone but he did not return a call till filing of this report. Meanwhile, according to a statement given by the US Department of Justice on Thursday, Indian law enforcement officials were provided direct access to interview David Coleman Headley as part of the cooperation and partnership between the United States and India in fight against international terrorism.

According to the statement (this correspondent is in possession of a copy of the statement given by the US Justice Department) Mr Headley and his counsel agreed to the meetings and Headley answered the Indian investigators’ questions over the course of seven days of interviews. The same statement states that both India and the United States have agreed not to disclose the contents of the Headley’s interviews in order to protect the confidentiality of the investigations. However, authorities of Interior Ministry want the US and India to share findings of the investigation to unearth myth of Mumbai attack, said officials when contacted on Friday.

It is important to mention here that the US Assistant Secretary of States Robert Blake said a couple of days earlier that Pakistan needed to address India’s concerns regarding punishment of those involved in Mumbai attack.

It is believed that the same statement has been given by a higher US official following Indo-US investigation from Hedley. In the wake of this development, defence analysts believe that terrorism would be the main item on the agenda of upcoming high-level talks between India and Pakistan. In order to further support their argument, analysts on Friday quoted statement of the US Assistant Secretary of State Robert Blake who said at the start of this week that the agenda of the meeting between the Foreign Ministers of Pakistan and India “is not Kashmir, it is in fact terrorism.”

Why Headley's interrogation is a charade

A delay of eight months in giving India [ Images ] limited access to David Coleman Headley [ Images ] reduces the entire exercise to a charade. Should the Manmohan Singh [ Images ] government have literally colluded with the Obama administration in playing a fraud on the Indian people by creating an illusion of US cooperation? asks strategic expert B Raman.

A day before the start of the Indo-US Strategic Dialogue at Washington DC and three days before President Barack Obama's [ Images ] appearance at a reception to be hosted for the Indian delegation by US Secretary of State Hillary Clinton [ Images ], one more charade in Indo-US cooperation will be enacted with the departure of a four-member team of the National Investigation Agency for Chicago to interrogate David Coleman Headley of the Chicago cell of the Lashkar-e-Tayiba [ Images ] on his secret visits to India to collect operational information that would facilitate one more terrorist attack -- this time directed mainly at Israeli and other Jewish targets.

On May 1, Faisal Shahzad, a US citizen of Pakistani origin, tried unsuccessfully to cause an explosion at Times Square in New York. He was identified and arrested on May 3 as he was trying to flee to Pakistan. Within a week, the US made the Pakistani authorities detain for questioning over 15 persons in Karachi, Islamabad [ Images ] and other places in this connection and US officials including National Security Adviser General James Jones, Central Intelligence Agency Director Leon Panetta and officers of the Federal Bureau of Investigation flew to Pakistan to insist on follow-up action by the Pakistani agencies and to warn the Pakistani leaders of the consequences of their non-cooperation.

One admired the seriousness and the sense of urgency shown by US officials to protect American lives. If the protestations of Obama and his officials of friendship for India and their repeated assurances of the high priority to US relations with India were sincere and honest, one would have expected from them a similar seriousness and sense of urgency in protecting Indian lives by facilitating immediate access to Headley to Indian investigators.

The immediate follow-up which they insisted upon from Pakistan to protect American lives, they did not concede to India. Headley was arrested in October, 2009. It has taken them eight months to grant access to Indian investigators. Even the access is a limited one. During this delay of eight months, the LeT would have been able to cover up its trail in India, withdraw from India those of its cadres whose identities were known to Headley and reorganise and relocate its sleeper cells.

The Indian investigators, it has been reported, will be allowed to question Headley in the presence of his lawyer and an FBI official. Do you call this interrogation? What is interrogation? It is not just questioning a person and typing out his replies. It is much more than that. It is a psychological process by which you make the suspect contradict himself by confronting him with evidence which you have been able to collect independently. Ultimately, he realises the game is up and comes out with the truth.

With Headley's lawyer and the FBI officer sitting there all the time, will the Indian investigators be able to do it? No. Headley will just give pro forma replies to Indian questions and these replies would have been rehearsed with his lawyer and got approved by him. Of what use, his pro forma replies? Will we be able to prosecute him in India? If we decide to do so, will the US extradite him to India?

The departure of the Indian team to the US just before the Strategic Dialogue and the appearance of Obama at the State Department to talk to the Indian delegation is meant to prevent this issue from casting a shadow on the dialogue.

Do you remember what we were told after the so-called State visit of Prime Minister, Dr Manmohan Singh, to Washington DC in November last? We were told of a counter-terrorism initiative which the two countries have embarked upon. We were told of the personal interest taken by Obama in the Headley case. We were told of his instructions to FBI chief Robert Mueller to visit India and reassure his Indian counterparts of the FBI's readiness to co-operate with India in this matter. Subsequently, US Ambassador to India Timothy Roemer has been repeatedly telling Indian officials and people that the US was working 'day and night' to meet the Indian request for access to Headley.

The outcome: A delay of eight months in giving us limited access which reduces the entire exercise to a charade.

Should India have agreed to go along with this charade? Should the Manmohan Singh government have literally colluded with the Obama administration in playing a fraud on the Indian people by creating an illusion of Obama's cooperation when the US has not been co-operating with India as it expects others to co-operate with it?

It would have been more in keeping with our national self-respect and dignity for the Manmohan Singh government to have politely withdrawn its request to the US for access to Headley because of the lack of sincerity on the part of the Obama administration and its belated action, which has reduced the utility of any interrogation by Indian investigators.

The more important point in this is B Raman's description of how the interrogation will take place - if true, then obviously no 'truth serum, mind reading or torture', which then raises the obvious question of why Headley's alleged statement (which is not attributed to any source by the ToI article BTW) would be so dramatically different from the details in his plea agreement with the FBI. Based on his plea agreement and subsequent details provided by Headley, the FBI appears to suspect only one individual who met Headley as being a 'serving Army officer', and Headley's plea agreement says nothing about 'the ISI running the entire show'.
