He is pretending to be something he is not. Red trousers in the UK are often worn by the established gentry classes and date back to one sassy Brigadier from the British Army:

The sassy brigadier busts out a red trouser in retirement. It has military connotations, namely the 11th Hussars, Prince Albert's cavalry regiment. This is how they justify it to themselves. Brigadiers are used to dressiness, but it's tough when you're not allowed to wear your impressive array of medals every day. To scratch that itch for bling, the sassy brigadier must resort to something that is both ostentatious and yet not showy - the red trouser. It suggests energy (all those years of shouting at battalions) and ebullience (the gusto of a red face singing the national anthem). Red trousers are a patriotic celebration for the sassy brigadier.

There are conflicting views in UK about wearing red trousers.

Last month there was a debate about Imran Khan wearing odd colored T-shirts:

There are no conflicting views the wearing of red trousers comes from military tradition:

You would know this very simple fact had you studied history.

This is not red, it is rather dark pink more like crimson

Red is associated more with with French army

I couldn't care less what this failure wears so long as he eventually is brought to justice. I don't care what he eats, who he meets, what he wears or where he lives.

Why should I obsess over him? The only thing I want is a strong, prosperous Pakistan with stable leadership that have a sense of duty and integrity.

We are talking about British history here you googling mutt. The British tradition of wearing those trousers dates back to the Royal Hussars:

Next time read some history. The royal Hussars were an elite military cavalry unit where officers from only the aristocracy were admitted.

Hence when the officers retired it was seen as bad form to wear your medals casually, so officers who had retired would wear the trouser of the hussar to "dress up" without showing off.

This was later adopted by the landed gentry and civil aristocratic families of Briton...

He is trying to be a pimp with a limp lolz lmao :P
Hahaha, he reminds me of that seen from Anchorman:
