I doubt that there is more investment in ABM systems today than was in the cold war days.

The kind of ABM systems you are taking about might shoot down an ICBM on papers but a realistic ABM system is not operational today nor so it seems to be in foreseeable future due to lack of investment and understanding that MIRved ICBM are simply just not possible to shoot down with current and near future technological level.

Only 2 ABM systems are deployed (operational) which can successfully intercept ICBMs.

1. The Russian A-35 anti-ballistic missile system.
2. The U.S. Ground-Based Midcourse Defense (GMD) system.

All other systems are for intercepting SRBMs and MRBMs...for example:

1. U.S. Army Patriot
2. U.S. Navy Aegis combat system
3. U.S. Army THAAD
4. Israeli Arrow missile.

We were talking about the range and now you have switched to precision guidance. If Pakistan could come up with the guidance system of its IRBMs surely it can come up with a guidance system for its ICBMs, they are quite similar.
